**THIS POSITION IS CONTINGENT UPON CONTRACT AWARD**
Job Description: The Program Manager will serve as the single point of contact and coordinator for all support activities and stated requirements and deliverables for the contract. Manage the work project schedules and activities, responsible for notifications to the COR on any issues, problems or concerns that pertain to fellows, guests, activities and contract requirements and deliverables. Provide senior-level program management to advise the IWC Director and Deputy Director/Chief of Staff.
Responsibilities:
- Develop schedules, layout timelines and tasks, track tasks, track budget and invoice completeness, develop Course of Action (COAs) for ODC approvals, and provide information regarding project status or financial status on request.
- Participate in authorized on-site meetings; prepare and present briefings on progress of work, prepare white papers and draft responses to related data calls, as requested by the COR.
- Ensure entire team has a deep understanding of DOD, USG, academia, international partner, and industry IW-specific grammar and gain IWC consensus on the best verbiage, grammar, and style for the IWC.
- Serve as the responsible point of contact for management and integration of all supporting functions to achieve contract deliverables. Information management systems for financial documents review must be stand alone.
- Provide operational oversight, management, and execution of IWC engagements through dedicated project managers to develop and execute IWC engagements and activities with DoD, IA, Allies, and Partners to include coordination and integration of the IWC into Joint training exercises.
Ensure completion of all contract deliverables:
- Project management plan and corresponding assessment and qualitative assessment plans
- Weekly status reports that capture completed tasks, and any issues/challenges encountered.
- Monthly status reports that include, progress towards project plan milestones, summary of completed tasks, staffing management status, contract financial status (including travel and ODC funds tracking); issues/challenges, risk assessment, when applicable
- Master’s degree in National Security, International Relations or Business required or 20 years of in-depth experience in the related fields.
- Ten (10) years of Program Management experience leading and supervising multi-disciplined teams in support of the US Government (USG) international programs.
- Ten (10) years of special operations experience at the tactical and operational levels managing special operations.
- One (1) year experience in at least two (2) of the following areas: Personnel Management, Administration, Logistics, Planning and Management, Program Management, Protocol, Public Affairs or Political Military Affairs.
- Ten (10) years of demonstrated knowledge on Irregular Warfare, Gray zone activities, functional understanding of the policy process and Washington D.C. diplomatic and military organizations and culture, and the ability to interact with senior foreign representatives.
- Must possess an active Top-Secret Clearance.
- Certifications: Must have a documented PMP or higher-level certificate from a granting institution.
