Position Highlights:


Position Title: Senior Technical Advisor – Civil Registration and Vital Statistics

FLSA Classification: Exempt

Reports to: Director, Noninfectious Disease Programs



Overview:


The CDC Foundation is seeking a Senior Technical Advisor to lead programs to improve civil registration and vital statistics (CRVS) systems in select countries as part of the Data for Health (D4H) Initiative, which aims to assist countries in collecting better public health data and utilizing it to inform decision making. The Senior Technical Advisor will work closely with Centers for Disease Control and Prevention (CDC) subject matter experts and CDC Foundation project staff to provide expert-level support and guidance, acting as a key resource to build and execute CRVS system improvements in D4H focus countries.


The Senior Technical Advisor will leverage expertise and experience in CRVS technical areas to include systems strengthening, cause of death data quality improvement, partnership management and multi-disciplinary workplan implementation. Strong communication and teamwork skills are of absolute importance to succeed in this role.


This position will work a hybrid schedule based in Hyattsville, MD. Relocation expenses are not provided.



Duties and Responsibilities:


· Provide technical leadership to D4H country work in the African region; support project leads and provide oversight of work in assigned countries

· Provide technical expertise, guidance, and training to team members managing country workplans on areas related to CRVS improvement, including providing subject matter expertise for data analysis, monitoring and evaluation and verbal autopsy implementation

· Act as country lead in assigned countries including supervision of budget, support for planning and implementation, and monitoring of project outcomes

· Serve as lead technical liaison to relevant regional and global organizations supporting CRVS work in Africa

· Communicate project updates as requested and required by D4H initiative partners

· Lead the development of CRVS-related publications, technical resources, standards and specifications for the use of CRVS data by various public health programs

· Contribute to the development of program related materials for publication in peer-reviewed journals and present abstracts at scientific conferences and meetings

· Seek opportunities to advance technical knowledge on CRVS

· Supervise and mentor technical staff, fellows and/or interns

· Represent the CDC Foundation and the project team at partnership events, strategic planning meetings, and technical meetings

· Actively participate in relevant forums and committees and remain updated on the latest information on relevant technical topics

· Travel domestically or internationally as needed (up to 15% annually)

· Participate in and/or lead special projects and other duties as assigned



Qualifications and Necessary Skills:


· Master's degree in public health, public administration, demography, or other related field

· Minimum of 10 years of relevant experience in managing health systems improvement projects in low-resource settings, related to CRVS, cause of death and/or mortality data systems

· Advanced knowledge and experience in the field of civil registration and/or vital statistics and related work (e.g., maternal mortality, demography, mortality estimation)

· Experience supervising, mentoring and training staff

· Strong cultural competency and experience managing complex relationships with multiple international partners, including government agencies and multi-lateral organizations

· Ability to engage with, listen to, influence, and learn from a broad range of partners, encouraging their meaningful participation

· Ability to communicate in a clear, positive manner with external partners, as well as clearly communicate CRVS systems improvement strategies and implications to non-technical audiences

· Strong written and verbal communication skills

· Excellent organizational skills and attention to detail

· Strong project management skills and ability manage multiple projects and meet deadlines

· Excellent interpersonal skills, ability to listen well and effectively represent the organization and its mission

· Outstanding creative and strategic problem-solving skills and demonstrated ability to effectively collaborate with others (both internally and externally)
