Job Description

Appointment Type:  Permanent Exempt: This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.

Under direction from the Director of Community Investment, the Senior Program Officer will work with the Community Investments (CI) team to administer an estimated $15 million in Arts Impact Endowment, Cultural Equity Initiative, and other Special Grants.  This position will lead new and existing initiatives to foster cultural equity in grantmaking, including increased technical assistance to communities historically underrepresented in SFAC grant applications and awards, professional development workshops for San Francisco artists and arts organizations, and improve strategies for engagement and outreach within historically marginalized communities.

Job Duties:
The duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

Community Engagement

  • Conduct partner focus groups and collaborate with community arts organizations and local Cultural Districts to refine Arts Equity strategies.
  • Support the implementation and facilitation of technical assistance workshops.
  • Work with the Director of Community Investments to interpret focus group data to identify ways to make our grants more accessible to all communities.
  • Engage in community outreach to ensure underserved pockets of the community are aware of funding opportunities.

Grant Management and Administration

  • Facilitate grants processing to ensure that all applications are processed adequately and timely.
  • Monitor the panelists facilitation deliberation process and ensure quality control.
  • Negotiate and create Accountability/Evaluation plans with and for grantees.
  • Review grantee’s reports and provide a feedback report to support grantees in improving their performance.
  • Make final approval of invoices submitted for payment, ensuring that fiscal policies are adhered to.
  • Review grantee reporting requirements and administer outstanding reporting requests.
  • Monitor City compliance documentation requests and annual renewals for grantees in the portfolio.
  • Approve and administer final payments to compliant grantees. 

City Supplier Compliance Support

  • Assist grant review panelists with Supplier/Vendor account registration for City’s disbursement process.
  • Lead the preparation of panelist schedules to review and score grant applications. 

Qualifications

Minimum Qualifications

Education: Possession of a Baccalaureate Degree from an accredited college or university, AND

Experience: Three (3) years full-time equivalent experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Substitution: Additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of additional qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications/Skills:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge of best practices in arts philanthropy, cultural equity, community arts, and arts education
  • Demonstrated grantmaking experience, preferably in arts and culture
  • Working knowledge of San Francisco’s arts and culture ecosystem
  • Experience and recognition for working successfully within historically underserved communities, and with a wide range of diverse stakeholders
  • Experience working in or with local, state, or federal government
