The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

Under general direction, the Nurse Manager (Psychiatric Care Nursing) supervises the delivery and evaluation of nursing care and the care environment in a psychiatric setting. The essential duties include, but are not limited to the following: 

  • Promotes and leads campus-wide integrative efforts for behavioral health and social determinants of health to ensure seamless care delivery;
  • Supervises, recruits, selects, assigns, orients, and evaluates professional and ancillary staff; determines staff competency and certifies staff for performing clinical procedures; assesses developmental needs of staff and provides educational opportunities; verifies validity of staff licensure; ensures compliance with body substance precautions and other infection control guidelines; counsels staff on performance expectations and discrepancies;
  • Develop training curriculum for all department staff; train staff to teach the curriculum; develop crises drills;
  • Participates in the budget process, determines need/justification for staffing levels, equipment, services and supplies; ensures the maintenance of equipment and supplies; promotes personal and environmental safety. 
  • Identifies and analyzes problems to guide implementation of appropriate action and evaluates the effectiveness of decisions, which may include the operations of a specific clinical response team;
  • Participates in the development, implementation, and evaluation of programs and clinical services, organizational standards, and utilization measurements in collaboration with others and in accordance with regulatory requirements;
  • Reviews clinical records to ensure accuracy and comprehensiveness of documentation; analyzes data, records and reports and makes appropriate recommendations;
  • Supports the design, build, implementation, and optimization of the Epic Electronic EHR Software to establish and evaluate new electronic documentation for the department;
  • Identifies, investigates, documents, and addresses problems, Safe Reports, and complaints; makes recommendations and/or takes corrective action;
  • Develops, implements, and evaluates specialized programs; evaluates specialized activities and supervises designated staff when assigned to a specific program; gathers, reviews, analyzes, and organizes technical, medical, operating, and statistical data/reports/records and makes recommendations;
  • Participates in committees related to aspects of patient care and organizational development/integration (such as safety and workplace violence prevention);
  • Serves on committees to assist in planning, formulating, and executing policies, procedures, and programs; participates in budgetary and quality assurance processes; and
  • Provides direction, guidance, and administrative oversight to plan and develop activities, with other hospital department personnel, to promote a culture of continuous improvement, with a focus on the pillars of the True North (health equity, quality, safety, care experience, workforce care and development, and financial stewardship) while adhering to required standards and processes.

The Nurse Manager may perform other duties as assigned/required. 

Qualifications

  1. Possession of a valid California Registered Nurse License; AND 
  2. Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration or a closely related field; AND 
  3. Two (2) years (equivalent to 4,000 hours) of experience as a Psychiatric Registered Nurse in a community mental health setting or a general acute care hospital

Substitution: Two (2) years (equivalent to 4,000 hours) of additional experience as an Assistant Nurse Manager/Charge Nurse in a general acute care hospital (a hospital which provides 24-hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services) or in an ambulatory clinical setting, may be substituted for the educational requirement. 

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. 

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

SPECIAL CONDITIONS: The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience as a Nurse Manager or Charge Registered Nurse in a behavioral emergency response team or behavioral health rapid response team in an acute psychiatric setting.
  • Experience in a registered nursing role developing and evaluating behavioral health training curriculum utilized in an emergency department (ED) setting and crises drills to respond to simulate behavioral emergencies and best practices.
  • Experience in a registered nursing role developing comprehensive training needed to evaluate the competency of behavioral health nursing staff in responding to behavioral emergencies in medical units such as, but not limited to, medical surgery, intensive care unit, labor and delivery, radiology, pharmacy, outpatient specialty clinics, and urgent care clinic. 
  • Experience in a registered nursing role in a behavioral emergency setting to de-escalate and establish a safe and therapeutic environment for patients and recognizes early symptoms/signs of escalation and at-risk behavior; uses appropriate interventions including crisis intervention, verbal de-escalation, and collaborating with other team members to mitigate behavioral emergencies.
  • Experience in a registered nursing role participating in hospital wide committees related to aspects of patient care and organizational development/integration for behavioral health integration and workplace violence prevention.
  • Experience in a registered nursing role extracting and organizing behavioral health data to develop reports and infographics; presenting performance metrics; interpret, synthesize, design, and modifying reports and infographics.
  • Experience in a registered nursing role implementing least restrictive interventions during behavioral crises and more restrictive intervention if unsuccessful to maintain the safety of the patient and staff.

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in a Training and Experience evaluation that is designed to measure the knowledge, skills, and abilities in job related areas that have been identified as critical for satisfactory performance in this position. 

Training and Experience Evaluation: (Weight: 100%)
Candidates must achieve a passing score on the Training and Experience evaluation in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. The link to the training and experience evaluation will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the training and experience evaluation in the time frame indicated.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of Ten Scores.
