SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assemble and oversee the Mayor’s operating and capital budgets, which fund the services and activities of approximately 90 City agencies and entities..
Within OMB, the Citywide Grants Task Force is responsible for monitoring the financial reporting and collection of all Federal, State, and non-government funds granted to the City, which totaled over $30 billion in FY24. With a mission of improving the timeliness of recognizing, claiming, and collecting revenue, the Task Force provides in-depth analyses, best practices, training, and support to the 50+ agencies that utilize grant funds, as well as to the OMB Task Forces with oversight of those agencies.
The Data & Systems Unit is responsible for consolidating data from multiple sources to support OMB task forces in their oversight of grant-related spending and revenue. This includes operating and improving systems used to monitor grant-related budgetary requests, identifying variances from forecast reimbursement dollars or timing, and providing reports/dashboards summarizing results.
JOB DESCRIPTION:
The duties of this position encompass the following activities:
- Support the operation and maintenance of the OMB Capital Grant Management System (CGMS), including defining, developing, and testing upgrades / enhancements to that system.
- Extract grant-related data from the Financial Management System (FMS), consolidating with other data sources, to support analyses by the OMB Grants Monitoring Unit and Task Forces.
- Manage dataset exchanges used to gather updated grant status and other related information from each agency for update of OMB and FMS data repositories.
- Support activities associated with defining and testing grant-related enhancements to FMS.
- Develop reports and dashboards to highlight data trends requiring follow-up with agencies.
- Contribute to data cleansing, reporting and other analytical projects on an ad-hoc basis.
QUALIFICATIONS:
- Background in data analysis with an understanding of data modeling, data visualization and other best practices.
- Outstanding problem-solving skills, with demonstrated ability to learn, innovate and recommend improvement options.
- Strong written and verbal communication skills, including developing reports and presenting findings to stakeholders.
- Self-motivated to complete assignments and adhere to deadlines with minimal supervision.
- Proficiency/working knowledge in extracting data from relational databases using SQL.
- Proficient in use of Microsoft Excel, preferably with knowledge of VBA.
- Competency with Python, SQL, R, Power BI, and/or Microsoft Access.
- Knowledge / experience with fiscal accounting concepts, particularly for grants, is desirable.
- Prior experience using the City’s Financial Management System for Budgeting (FMS/2) and Accounting (FMS/3), including its SAP Crystal Reports and Business Object tools, is desirable.
REQUIREMENTS:
Analyst ($74,893+): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, Information Systems, or a subject related to the specific assignment and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration, or a related field; or an awarded Master’s degree in Financial Management, Business, Public Administration or a field related to the specific assignment.
Senior Analyst ($84,257+): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, Information Systems, or a subject related to the specific assignment and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration, or a related field; or an awarded Master’s degree in a relevant field, and one year of relevant experience.
Supervising Analyst ($95,208): Bachelor’s degree in Business, Finance, Economics, Public Policy Analysis/Administration, Information Systems, or a subject related to the specific assignment and a minimum of four years of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration, or a related field; or an awarded Master’s degree in a relevant field, and two years of relevant experience including supervising others.
