Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $90,000 - $100,000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Agency Program Assistance (APA) Unit is responsible for the monitoring performance and providing improvement guidance to Children’s Service’s contracted preventive and foster care provider agencies in the interest of improved outcomes for children and families. As part of the Quality Assurance and Accountability team, the APA Quality Improvement Manager will support the development and implementation of Continuous Quality improvement plans, fidelity to the CoQI model and the analysis of trend data.

The Quality Improvement Manager will be responsible for the following:

- Manage a team of Quality Improvement Specialists who analyze data and develop systems and assessment tools for quality assurance and improvement, utilizing current child welfare data measures.


- Works with APA Prevention, Residential and Close to Home leadership in draft reports and data visualizations on systems level analysis of child welfare data.

- Manage all Collaborative Quality Improvement (CoQI) activities for Close to Home, Prevention, and Foster Care and Residential care providers.

- Evaluate and monitor provider performance, implementing and overseeing systems level accountability measures to support the APA unit.

- Support staff in collecting and analyzing data pertaining to onsite inspections, youth and staff interviews, corrective action plans, provider agency briefs, and organizational health.

- Support APA’s residential care team with site visits and youth/staff interviews as needed.

- Monitor and reports on systems level performance employing quantifiable performance data through case record reviews, site assessments, interviews with parents, foster parents, children and staff, and feedback from service providers and client advocates, utilizing specialized Provider Agency Measurement System (PAMS) modules and other standardized assessment tools.

- Identify program-specific strengths and challenges trends through analysis of data and information collected from comprehensive evaluations of case practice and services delivered by foster care and prevention service agencies, data from systems of record, and anecdotal information from

other ACS offices and key system participants.

- Effectively operate in a team and utilizes group and individual supervision to strengthen evaluation and quality improvement skills.

- Represent APA at leadership meetings and forums as needed.

ADMINISTRATIVE DIRECTOR OF SOC - 1005C

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
