Citywide Equity and Inclusion (CEI) fosters the City of New York’s global leadership in equitable, diverse, and inclusive employment practices and sets the standards for City agencies to implement the City’s Equal Employment Opportunity Policy (EEO Policy), procedures, laws, and City mandates designed to prevent workplace discrimination and harassment under the City’s legally protected categories. This promotes inclusivity, engagement, and retention for the entire 350,000+ City workforce. CEI designs and implements initiatives that align with and operationalize legal mandates and legislation; ensures the City is compliant with reporting mandates; develops and updates the City’s EEO and diversity, equity and inclusion trainings portfolio that promote awareness of rights, responsibilities and resources for the city workforce; organizes mandatory EEO best practices meetings and other educational programs and professional development for EEO professionals; conducts third-party EEO investigations when the agency head or the EEO officer is a party in the matter; promotes compliance with training programs and reporting; guides agencies in effective use of workforce metrics that inform agencies’ equitable recruitment and retention efforts; designs and maintains compliance tools and reference resources; provides guidance to agencies on emerging issues related to fair and effective employment practices; guides agencies on preparation of their annual EEO plans required by the New York City Charter Chapter 35, Section 814.1.

The CEI Compliance Specialist will assist with administrative tracking functions to ensure compliance with all Citywide EEO-related policies, to foster greater standardization and transparency, and to increase awareness of Citywide EEO policies and initiatives. Additionally, the CEI Compliance Specialist, will provide support to the Policy and Program Development Unit and the Investigations and Compliance Unit. The CEI Compliance Specialist will perform duties including, but not limited to the following:

- Assist the Investigations and Compliance Unit with assessing for proper referral within CEI complaints, inquiries, and process-related questions;
- Assist Investigations and Compliance Officers with administrative support in their EEO investigations by scheduling meetings, assisting with preparing notices of allegations, outlining interview questions, scheduling and participating in taking notes at investigative interviews; draft interview memoranda and requesting relevant documents; sending notifications;
- Assist with general proofreading, adding attachments and finalizing reports and memoranda;
- Assist Investigations and Compliance Officers with preparing materials for their Case Practice reviews at agencies including, training records, training content, instructor-led workshops, and the use of complaint tracking systems;
- Assist the Policy and Program Unit by tracking agency compliance with the submission of annual Diversity, Equity, Inclusion and EEO Plans, Quarterly Reports and complaint data;
- Engage and consult with agencies to ensure compliance with mandated EEO and DEI trainings and provide guidance to agencies on best practices for training their staff;
- Assist with the launch and change management of the Complainant and Accommodation Database (CAD) to the City’s agency EEO Officers;
- Assist with tracking and calendaring investigative interviews or processes, training, and compliance-related meetings or events;
- Track inquiries to CEI and developing relevant correspondence, as needed;
- Perform other duties as determined by CEI leadership.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
