The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $23.8B, and another $10.5B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
BEDC’s Division of Capital Budget and Contracts (CBC) provides support to the Bureau in the areas of procurement management, change order processing, CP processing, contract close outs, capital budget management and payment review.
BEDC seeks to hire an Associate Staff Analyst to serve as the Chief of Budget for the CBC Division, located at our headquarters in Queens, NY. Under direction of the Director of Capital Budget & Contracts, with wide latitude for independent initiative and judgment, the selected candidate will be responsible for overseeing the management and coordination of capital & expense budget requirements for all forthcoming BEDC related procurement projects. This includes processing the allocation of funds within appropriate fiscal years for all design, construction management; service contracts; site purchases; construction; small purchases; corresponding with project managers to validate funding for project schedules; and reconciling variances/shortfalls/decreases in funding within Financial Management Systems (FMS). The selected candidate will be responsible for the management and communication of inquiries from the DEP Budget Office and NYC Office of Management and Budget (OMB) to project management staff regarding project scopes and cost estimates. The selected candidate will develop and maintain interactive performance management tools and resources that provide essential insight into Budget and Procurement operations; and oversee regular production of performance metrics and reporting. The selected candidate will also be responsible for managing the OTPS Expense Budget including new needs requests, rollovers, accruals, spending plans and savings exercises. Additional responsibilities include but are not limited to: performing technical budget activities including daily budget modifications requests; supervising staff performing contracting and budgeting functions in the Procurement and Sourcing Solutions Portal (Passport), the Financial Management System (FMS), Bureau/Agency contracting databases and Enterprise Project Management Information System (E-PMIS).

PREFERRED SKILLS
- In-depth understanding of public sector finances with emphasis on associated processes related to procurement
- Demonstrates excellent communication, organization, writing skills and ability to meet/manage aggressive deadlines
- Advanced proficiency in Microsoft Office – Excel, Power Point and Word
- Strong familiarity with contract procurement and New Needs Processing
- Experience in procurement systems such as FMS and PASSPort
- Ability to plan and execute multiple, often quick-turnaround projects with minimal outside assistance

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
