This critical leadership role will serve as the Citywide Chief Enterprise Architect reporting to the Chief Technology Officer (CTO) for the City of New York. This position is responsible for the day-to-day leadership and management as it pertains to the technology enterprise architecture implementation and support of citywide information technology.
Responsibilities will include but not limited to:
Strategy
- Develop Architecture Strategy: Design an application architecture strategy that aligns with business objectives and supports organizational growth.
- Govern Governance Processes: Establish, communicate, and enforce enterprise-wide architecture processes, principles, policies, and standards.
- Align with Business Goals: Continuously review business drivers and strategies to assess their impact on the application architecture and proactively identify and mitigate associated risks.
- Advocate Architecture Vision: Serve as a key communicator of the application architecture, ensuring business leaders and contracting teams understand its implications on organizational objectives and goals.
- Drive Roadmap Execution: Oversee and ensure successful implementation of the application architecture roadmap.
Innovate
- Benchmark Industry Best Practices: Conduct competitive research to identify industry-leading practices, business processes, and procedures.
- Leverage Emerging Technologies: Identify and evaluate emerging technologies that can enhance the overall business architecture and deliver value.
- Support Innovation Initiatives: Contribute to the creation of proofs of concept and prototypes to validate new ideas and technologies.
- Collaborate on Reference Architecture: Partner with internal teams to build a comprehensive reference architecture, assess existing frameworks, and prepare the organization for future advancements.
Architect
- Establish Development Standards: Define and implement development guidelines and standards for application development and integration.
- Optimize IT Ecosystem: Analyze the existing IT application architecture to identify weaknesses and opportunities for improvement.
- Plan for Transformation: Develop strategies and transitional steps for evolving from the current to the future state of the application architecture.
- Design Scalable Solutions: Define both the conceptual and detailed architecture for application development and oversee its evolution as the platform is deployed enterprise-wide.
- Integrate Cross-Functional Systems: Develop methods to integrate systems across organizational and functional boundaries to ensure seamless interaction.
- Document Architecture Models: Maintain comprehensive models, processes, and documentation of the IT ecosystem's application architecture.
Deliver
- Define System Requirements: Identify and document system requirements for large-scale, complex, ecosystem-wide applications.
- Develop Cross-Domain Models: Review requirements across multiple applications and create architectural models that span applications and domains.
- Lead Application Selection: Oversee or lead the evaluation, selection, and procurement process for application packages, ensuring alignment with architectural standards and business needs.
HOURS/SHIFT
Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

A baccalaureate degree from an accredited college and four years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks, at least 18 months of this experience must have been in an executive, managerial, administrative capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties;
or
2. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
