The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration and warehouse operations. GSS plays a major role in HRA emergency preparedness.
General Support Services (GSS)/Office of Contract and Budget is recruiting for a Contract Specialist II to function as a Contract Agent who will:
- Manage a portfolio of ten (10) to (20) twenty health and safety and hazardous material contracts.
- Review and evaluate all Work Orders submitted via the AIM System pertaining to health and safety, environmental issues and/or hazardous material. Determine the nature of services required and then assigns to the appropriate contractor.
- Monitor all health and safety service provided by the assigned contractors from project commencement through project completion. Investigate complaints received from employees, Agency clients, Unions, 311, etc.
- Develop and prepare technical contract specifications by researching the most current OSHA, COSH and PESH regulations.
- Review and/or inspect contractors’ work for compliance with plans developed by the Bureau of Space and Design.
- Coordinate the work assignments of various monitoring and/or abatement contractors assigned to the same project while minimizing interference amongst contractors as well as with building operations; resolves technical conflicts between contractors as they arise.
- Take responsibility for recommending priorities and advising OCBM on appropriate and necessary actions that may include Internal Air Quality testing (IAQ) and/or other monitoring tests for a wide array of contaminants including, but not limited to, carbon monoxide, radon, volatile organic compounds, particulates, microbial contaminants that may consist of asbestos, lead, mold and bacteria or any mass or energy stressor that can induce adverse health conditions.
- Review and approve contractor proposals and invoices; oversee contractor performance of IAQs, asbestos and lead abatement, mold remediation, etc. and receive Contractor reports of all hazardous conditions for review and recommendation.
- Review Final Report findings submitted by Contractor and present to OCBM and GSS Management and makes any recommendations that may be required.

Hours/Schedule: 9am-5pm/Mon-Fri
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
3. Education and or experience equivalent to “1" or “2" above.
