Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

Under the direction of the Commissioner and with latitude to exercise independent judgment, the Deputy Commissioner of Management Analysis & Planning will serve as a key strategic advisor in the development, oversight, and implementation of departmental policies, operations, and reform initiatives. The incumbent will be responsible for developing and assessing budget and resource needs for critical Department-wide programs; directing and overseeing in-depth analyses, reporting and dissemination of statistics related to agency’s goals/objectives; implementing transformative approaches to research, policy and action ensuring strategic plans and solutions are properly integrated with the overall mission and needs of the Department. The Deputy Commissioner will play a pivotal role in shaping the strategic direction of the Department through the integration of data-informed planning, policy development, performance management, and interagency coordination.

The Deputy Commissioner provides significant input into the design, formation and implementation of Department wide policies and procedures regarding the overall operation and administration of the Department. The candidate will direct a multidisciplinary team of senior managers, analysts, policy experts, and uniformed personnel engaged in research, data analysis, policy development, audit management, and operational planning. Direct the formulation and implementation of comprehensive management plans, ensuring that agency priorities are clearly defined, measurable, and aligned with departmental and mayoral objectives. The Deputy Commissioner will also oversee the design and dissemination of analytical reports, executive briefings, dashboards, and performance indicators that support internal decision-making and external accountability requirements.

The Deputy Commissioner will act as the agency liaison with the Mayor’s Office and oversee and direct the preparation of management reports containing detailed quantitative analyses of key statistical indicators monitored by the Mayor’s Office. The candidate will represent the Department at meetings and conferences convened with high- ranking executive personnel from City, State and Federal agencies to discuss critical law enforcement issues impacting upon the programs, policies and procedures of the Department.

Preferred Skills
-Proven managerial and administrative skills with experience in program development,
policy analysis and operations research;
-Ability to manage the planning, organizing and implementing of multiple complex projects;
-Advanced proficiency in statistical tools, data analytics platforms (e.g. Tableau, Power BI,
R, SQL), and research methodologies;
-Ability to adapt to rapid change, multi-task, and meet restrictive deadlines;
-Experience interpreting and implementing policy in response to consent decrees, audits,
or regulatory mandates;
-Excellent verbal and written communication skills

Qualifications

1. A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or an equivalent/related field, plus five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A baccalaureate degree from an accredited college with a major in Public Administration, Personnel Administration, Business Administration, Finance, Human Services, Criminal Justice, Political Science, Psychology or an equivalent/related field, plus seven years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position.
3. A four-year high school diploma or its educational equivalent and eleven years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
