THE DIVISION:
The Economic Development & Regional Planning Division is responsible for supporting the Department of City Planning, City Planning Commission, and City on a wide range of issues related to the equitable economic development of NYC neighborhoods and understanding the City’s sustainable growth objectives within the context of citywide and regional trends. Its diverse work program includes:
- Data collection and analysis of employment, neighborhood business activity, commercial and industrial markets, workforce and access to opportunity to help the City understand its economic health and support ongoing DCP rezoning initiatives;
- Managing citywide and policy specific initiatives, such as the ongoing NYC Industrial Plan, the NYC FRESH zoning incentive program for grocery stores, and the recently completed City of Yes for Economic Opportunity initiative, the largest overhaul of commercial zoning rules since 1961;
- Providing feasibility and context advice on ongoing land use and zoning projects related to the economy;
- Working with other DCP divisions and the Executive office, sister agencies like the Economic Development Corporation (EDC), Department of Small Business Services (SBS), Office of Management and Budget (OMB), and Housing Preservation and Development (HPD), City Hall, and other City and State agencies;
- Assisting in setting and implementing other policy priorities and objectives that support the city’s long-term economic and sustainable growth; and
- Responsible for developing regional research and communicating DCP and City initiatives and priorities with other governing entities throughout the larger New York metropolitan area, including overseeing the NYC Planning Leadership network, a hosted convening of tristate planning and economic development principals.
THE ROLE
The Agency is seeking a Deputy Director to assist in leading a dynamic and talented team of planners and data analysts across a wide range of research and policy development projects critical to the city and metropolitan region’s economic growth and physical development. This position will work under the direction of the Director of Economic Development and Regional Planning, with wide latitude for independent decision making, external engagement and thought leadership. Specific duties include:
- Assisting in the management of a medium-sized division, including supporting staff oversight and mentoring and assist staff in sustaining high standards of data and policy analysis.
- Contribute to the formulation of the division’s work program and its management
- Supervise studies of citywide and regional issues and priority initiatives related to economic planning and real estate trends, including current priorities of the NYC Industrial Plan, and an expansion study of the FRESH supermarket zoning incentive program.
- Represent the Department on economic development-related issues in interactions with other City and public agencies, the Office of the Mayor, elected officials, and external entities, and regional counterparts.
- Act as a liaison and work to successfully shepherd collaboration and resolution of issues with other divisions and agencies regarding economic development programs, initiatives, and projects.
- Assist in making recommendations to the Department Director, Executive Director, Deputy Executive Director for Strategic Planning, and the City Planning Commission regarding agency policy, City initiatives, and land use applications.
- Assist in the use and application of divisional data to support development and communication of economic development goals.
- Work directly with other City agencies to share data and expertise, and to formulate interagency strategies on economic development-related issues.
ADMINISTRATIVE STAFF ANALYST - 10026
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
