Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities.

DYCD is seeking to hire a Deputy Director of Youth Services in the Financial Management Division.

The Deputy Director should possess excellent managerial, analytical and critical thinking skills, be highly motivated and a results-oriented individual.

Under the supervision of the Senior Director of Financial Management, the Deputy Director of Youth Services is expected to effectively support and manage the Youth Services portfolios which include but are not limited to COMPASS, SONYC, Beacon, Cornerstone, Runaway and Homeless Youth (RHY), and Summer Rising. They will perform duties that include, but are not limited to:


1. Supervising a team of Budget Analysts responsible for executing the financial tasks for the agency’s Youth Services portfolios.

2. Coordinate Budget Analyst workflows, by providing direction and conveying information, to enhance achievement of mutual/ interdependent work objectives. This includes reviewing and approving work submitted by staff to ensure that submissions are completed accurately and within required deadlines.

3. Serves as a budget support specialist and subject matter expert for Youth Services which includes liaising with senior leadership, the Office of Management and Budget and other oversight agencies. Provides program operations staff with oversight and technical assistance with funding and budgeting.

4. Coordinate and conduct cost analyses and exercises for the portfolios under their purview (including new needs, budget cuts, and surplus/needs), for submission to oversight agencies.

5. Use agency designed forecast models to collect and analyze budgetary data, to summarize descriptive and projective results for agency decision making. Agency designed forecast models help to ensure funding for service delivery to communities within NYC.

6. Review and track programmatic and administrative spending; maintain tracking and reconciliation of funding and contractual obligations. Analyze variances/discrepancies and report findings to upper-level management to ensure that they are updated with the latest trends & issues within the field.

7. Prepare and coordinate reports, such as briefing sheets, for upper management to present at City Council hearings and other high-level meetings with oversight agencies; as well as provide responses to internal and external inquiries of related programs.

8. Coordinate with Youth Operation Unit to identify trends in the field & strategize the methods and approaches that will minimize risk to the agency while benefiting the communities within NYC.

9. Collaborate with the Evaluation Unit to ensure program models are adequately funded for solicitation.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
