Job Description

The Director of Capital Budget will serve within the Division of Budget and Capital Program Management. Candidate will be responsible for managing the preparation, maintenance, and tracking of the agency's $33 billion Ten-Year Capital Plan. Will direct a staff of 6 professional, administrative, and clerical personnel in the performance of all duties. Responsible for preparation of Capital Commitment Plan updates three times per year including revising cost estimates and schedules of all agency projects in FMS, and Ten-Year Capital Plan updates bi-annually; will manage and oversee all certificate-to-proceed requests for agency projects, working to obtain Office of Management and Budget (OMB) approvals; will prepare tracking reports and updates to managers, the Commissioner, and executive staff on the overall capital budget and capital funding for individual agency programs. Candidate will work closely with DOT operational division personnel to bring informed understanding of agency s programs to the central administration of the capital budget and will oversee staff doing the same. Candidate will serve as liaison to OMB and other agencies budget offices to coordinate funding requests and administration of capital funding. Candidate will perform other related capital budget administration duties as directed by the Executive Director for Budget Administration. Will perform related managerial duties to oversee Capital Budget Unit staff. The ideal candidate will combine excellent communications skills and strong knowledge of the City’s capital budgeting process. Familiarity with DOT a plus.

ADMINISTRATIVE STAFF ANALYST LIST, OR BE ELIGIBLE UNDER THE 55A PROGRAM.*

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
