Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $106,117 - $122,034.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Prevention Services (DPS) and its network of contracted providers deliver one of the largest and most diverse continuum of community-based child welfare prevention services in the nation and across New York City. The prevention system aims to improve safety, wellbeing, and permanency for thousands of families and children each year. DPS focuses on systems improvement, innovation, and strategy initiatives that require collaboration with major stakeholders to address urgent or emerging provider and family needs, city or state mandates, and high priority strategic goals of ACS leadership.

The NYC Administration for Children’s Services is seeking an outstanding candidate to serve as an Executive Director of Program Design and Development within the Office of Program Management and Sustainability (OPMS) in the Division of Prevention Services (DPS).

The Office of Program Management and Sustainability oversees a portfolio of multi-stakeholder (internal, intergovernmental, and external) prevention strategy, improvement, and innovation projects. This includes a mix of service provider, legal, finance, procurement, compliance, policy/regulation (city, state, and federal), technology, and data analysis with stakeholder groups.

This position is an opportunity for an outstanding candidate to bring a strategic lens to implement initiatives to the portfolio of evidence informed and “homegrown” programs (GABI, SWF, Family Treatment Rehabilitation (FT/R), Special Medical and Center Based Respite). This work will require leading critical workstreams to build out the models with multiple internal and external partners, inform practice guidance, develop metrics for implementation, leverage data for decision making, and successfully carry out the strategic goals of ACS leadership.

The Executive Director of Program Design and Development will report to the Assistant Commissioner and will be tasked to fulfill the following duties:

- Manage the day-to-day operations for the portfolio of programs in GABI, SWF, Family Rehabilitation (FT/R), Special Medical, and Center Based Respite.
- Develop strategies to ensure models across prevention programs are implemented in alignment to service model fidelity and in full compliance with NYC child welfare requirements and state policies.
- This role will oversee staff to perform contract management functions for prevention programs that include monitoring fiscal and programmatic activities
- Provide direct supervision and strategic thought partnership to staff using project management, research methods, data analytics, and human-centered design to spearhead high-level, highly visible initiatives that require collaboration with major stakeholders.
- Lead communication strategies with internal and external stakeholders regarding the prevention continuum and intersections between prevention and other critical programmatic and policy areas within ACS and at other city agencies;
- Direct policy and planning for the Division of Prevention Services, with the goal of enhancing service delivery through innovation, including by promoting racial equity, social and economic justice, and family voice and choice.
- Represent the Division of Prevention Services (DPS) and OPMS team at meetings with Federal, State, and City Officials; local and national stakeholders and at conferences and external learning events.
- Collaborate internal teams, including the Division of Policy, Planning, and Measurement, to collect and analyze data to understand system health and to drive system policy, funding, advocacy, and decision-making.
- Work closely with contracted resources to ensure that the prevention system is responsive to the needs of families involved with the child welfare system and to maximize efficiency in the delivery of those services;
- Conduct research and analysis to advance the use of best practice approaches, including evidence-based models, in New York City’s preventive;
- Apprise DPS leadership on emerging and operational issues, and technical assistance for the provider agencies;
- Act as a liaison between ACS and its contracted prevention service providers; facilitating close collaboration with other key City agencies to promote access and availability of needed resources on a community level; and
- Incorporate stakeholder voices into systemwide projects and initiative, including those of children and families, providers, and advocates.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
