OTI is seeking an experienced attorney to serve as the agency’s General Counsel. This challenging position will advise the Chief Technology Officer on all of the agency’s legal issues and is particularly critical to the agency’s procurement and franchise management functions.
The General Counsel serves as the agency’s chief legal officer and oversees the Office of the General Counsel. The primary responsibilities include advising agency on legal matters related to technology, telecommunications, digital assets, cybersecurity and in-house matters; negotiating and drafting contracts, MOUs and franchise agreements; advising agency managers on contract and franchise administration issues, telecommunications regulation, and labor and employment law; handling FOIL requests and other records access issues; and performing litigation liaison and other legal compliance issues.
Responsibilities of the General Counsel will include:
- Manage legal support of agency procurement and contracting;
- Oversee interagency and intergovernmental negotiations and agreements
- Deliver legal counsel, guidance and advice to leadership throughout the agency;
- Represent the Commissioner in associated legal correspondence, meetings and testimony;
- Interpret, advise and recommend on matters of law, evaluating and explaining the significance of such questions and/or controversies;
- Manage a staff of attorneys; act as senior liaison with the Office of the Corporation Counsel, keeping the appropriate divisions apprised of legal developments;
- Serve as the agency liaison with the Department of Investigations;
- Render opinions on labor issues and conflicts of interest;
- Appear on behalf of the City of New York as counsel at State and local regulatory hearings; oversee the drafting and review of legal documents;
- Oversee responses by agency Freedom of Information Law officer;
- Monitor City, State and Federal legislation, regulatory proceedings at the Federal Communications Commission (FCC), and the New York Public Service Commission (PSC) of local franchising
and communications;
- Advise the Commissioner on franchise-related issues and alternatives;
- Manage legal responses to complaints and litigation by employees and former employees, and oversee special legal projects as required.
- Interface with executive level management and give senior level presentations.
HOURS/SHIFT
Day - Due to the necessary executive legal management duties of this position in a 24/7 operation, candidate may be required to work overtime and/or various shifts such as weekends and/or nights/evenings.
