GIM City Research Scientist

Job Description

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers 1.1 billion gallons of high-quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.
DEP is in partnership with various City agencies to construct distributed stormwater management practices, or “green infrastructure”, within the City’s public streets and sidewalks to manage stormwater runoff and improve water quality in NYC waterbodies. These engineered practices include rain gardens, infiltration basins and porous pavements, and use a combination of techniques to increase stormwater storage capacity and infiltration of stormwater into underlying natural soils. The operations and maintenance of right-of-way rain gardens and infiltration basins are managed by DEP’s in-house Green Infrastructure Maintenance Unit within the Bureau of Environmental Planning & Analysis. To date there are over 10,000 green infrastructure practices in maintenance by this unit across Queens, Brooklyn, and the Bronx. More information on the NYC Green Infrastructure Program and locations of green infrastructure practices can be found online: https://www.nyc.gov/site/dep/water/green-infrastructure.page

BEPA seeks a City Research Scientist to support green infrastructure maintenance research, data analysis, operational planning and analysis, Geographic Information Systems (GIS) mapping, program evaluations, and related efforts.

Essential job duties include:
- Support geographic information system (GIS) mapping and data management for DEP’s green infrastructure maintenance program.
- Generate reports, charts and graphs for leadership review.
- Assist senior managers with special projects such as in-depth studies of operational data and project management with major department initiatives.
- Use big data, statistical and visualization tools to analyze complex datasets of various sources and disseminate results through written reports and presentations.
- Review and respond to data requests in a timely manner and assist with mandated and compliance reporting.
- Participate in and conduct research and development studies on green infrastructure maintenance best management practices.
- Implement data research projects to address questions posed by senior managers about green infrastructure maintenance operations.
- Work with existing and projected green infrastructure asset data and locations to make operational recommendations.
