Job Description

THIS POSITION IS LOCATED AT 1200 WATERS PLACE BRONX, NY

The Leased Housing Department (LHD) is seeking a Manager for its Inspections Unit. The Unit is responsible for inspecting all Section 8 subsidized units to ensure they are maintained in accordance with Housing Quality Standards (HQS) and the National Standards for the Physical Inspection of Real Estate (NSPIRE).

Reporting directly to the Director, the Manager will have some latitude for independent initiative and decision making. The Manager will supervise day-to-day operations by overseeing office staff and inspectors. Responsibilities include, but are not limited to the following:

- Supervise Unit staff to ensure productivity and adherence to US Department of Housing and Urban Development regulations and NYCHA policies and procedures.
- Lead the planning and scheduling of inspections and assignments.
- Generate and analyze progress reports.
- Review, research, and analyze data to identify productivity and other trends.
- Conduct periodic field visits to monitor the inspector's activity and application of inspection protocols.
- Create suspensions, reinstatements, and approve payment adjustments for property owners.
- Review cases under long-term suspensions, initiate terminations, and process move-offs.
- Ensure the timely response to inquiries and correspondence from property owners, voucher holders, and other third parties.
- Handle administrative tasks related to staff management, including reviewing productivity, administrative task, staff development, disciplinary actions, and issue escalation.
- Perform other tasks as needed to support and improve the overall operations of the inspections Department.

Note: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Housing Manager to be considered.

Qualifications

1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or

3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
