Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project managers and trades personnel who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.
CTS manages major retrofits and system upgrades of existing buildings as well as smaller-scale work, including critical life/safety projects and other enhancements and modernization beyond routine maintenance of many civic facilities New Yorkers use every day to promote safety for all.
The Assistant Director of Contracts will provide a critical function of ensuring that CTS has the proper contracts in place to achieve a safe and high-quality design and construction for the City’s public buildings and spaces.
NYC Department of Citywide Administrative Services, Construction and Technical Services (CTS) Line of Service seeks to hire to hire an Administrative Space Analyst, NM to oversee court building assessments, repairs, and restoration of DCAS-managed court buildings and sites and to properly manage Capital and Expense projects within DCAS-owned and managed court buildings.
Under the direct supervision of the Deputy Chief Engineer the qualified candidate will represent the unit by performing duties and responsibilities as an Administrative Space Analyst, NM. These duties will include, but will not be limited to:
- Coordinating with the Office of Court Administration (OCA) and CTS in-house technical staff design details before and during construction.
- Managing construction projects and coordinating with OCA and in-house staff, consultants, and client agencies.
- Reviewing field conditions and preparing sketches for omitted conditions on design drawings.
- Reviewing construction/consultants reports to determine payment progress.
- Conducting field inspections for a fair and reasonable standard of proposed negotiations, based on field conditions.
- Developing change order negotiations, based on technical bulletins, drawings, and sketches, and reviewing the validity of extra work costs and credits of the work performed is not part of the original contract.
- Reviewing all change orders submitted for DCAS in-house projects for its validity, cost and preparing for submission to Engineering Audit.
- Reviewing and analyzing construction requisitions based on work progress is in conformance to the plans and specifications reports and determine final payment amounts.
- Preparing project estimates based on building needs (Capital/Expense New Needs) and as proposed by the in-house staff.
- Reviewing construction projects estimates for DCAS facilities as submitted by other agencies and reviewing consultants and contractors estimates for accuracy and completeness.
- Reviewing contract documents comprised of drawings and specifications to attain estimates of value(s).
- Assisting in-house staff in the pricing and the forecasting of cost trends and factors.
Flexible Work Update:
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

ADMINISTRATIVE SPACE ANALYST ( - 1003D
1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or
2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or
3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.
