Job Description
The Procurement Unit oversees all purchases for the Agency while reviewing contracts for various goods and services in accordance with the City’s Procurement Rules and Procedures.

The New York City Police Pension Fund is seeking a full-time Procurement Analyst to join the Procurement Unit, a division of Financial Management. We are seeking a candidate with the ability to exercise independent judgement and decision-making skills as it relates to the responsibilities outlined below. Under the supervision of the Agency’s Chief Contracting Officer (ACCO), the selected candidate will be required to perform procurement tasks that include, but are not limited to, the following:
I. Procurement Management:
- Review requisitions submitted by business units for accuracy and determine the appropriate procurement methods.
- Resolve discrepancies by consulting with end users and ensuring compliance with procurement policies.
- Prepare purchase orders and process procurement activities, including contracts and agreements.
- May make recommendations concerning contract renewals and additional funding or defunding of existing contracts.
- Identify procurement challenges and propose solutions.
II. Market Research and Analysis:
- Conduct market research for complex or technical goods and services.
- Analyze market conditions and evaluate bids based on price, quality, and supplier reliability.
- Maintain detailed procurement data logs and analyze vendor performance, financial status, and reliability.
III. Vendor Communication:
- Communicate with vendors to request necessary documents and ensure their timely submission.
- Review vendor submissions for completeness and compliance with procurement requirements.
- Manage vendor responsibility determinations and performance evaluations.
IV. Compliance and Documentation:
- Ensure procurement activities adhere to agency, city, state, and federal requirements, including the Procurement Policy Board guidelines.
- Prepare and maintain comprehensive procurement records and files, both physical and digital.
- Draft internal memos, fiscal summary reports, and solicitation documents such as, but not limited to Request for Proposals (RFP), Request for Information (RFIs), Request for Quote (RFQs), and Invitation for Bids (IFBs).
- Develop and refine procurement documents.
V. Reporting and Monitoring:
- Monitor funding and expense reports related to large projects.
- Track critical renewal dates for annual service contracts (e.g., software and maintenance) to ensure timely processing.
- Compile reports as required by supervisory staff or the ACCO.
VI. Customer Service:
- Provide exceptional service by promptly responding to inquiries and resolving procurement issues.
- Assist internal departments in aligning procurement processes with budget constraints and departmental needs.
VII. Additional Duties:
- Attend and contribute to meetings with agency staff.
- Maintain agency stock inventory and distribute supplies.
- Perform other special projects as assigned.

NOTE: This is a full-time on-site position. The incumbent will be required to report to the office on a regular basis.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
