The NYC Department of Buildings (“DOB”) is seeking a Senior .Net Application Developer to join its technical team in creating and maintaining IT applications, specifically the design, enhancement, and support of the information systems that serve the Agency’s business functions.
The Senior Application Developer will be responsible to manage, analyze, design, build and test programming and configuration changes to DOB’s web applications. The selected candidate will be required to perform, and in some cases oversee, tasks related to the development and on-going support of computer applications, system interfaces, and data transformation and migration activities with minimal oversight. Duties generally include, but are not limited to, developing, designing, implementing, enhancing, maintaining, and analyzing multiple software systems and legacy applications. The selected candidate must be results-oriented with a can-do attitude.
The Senior Application Developer will report to the Director of the development team. Detailed responsibilities include:
- Coding/programming, configuration, scripting, design, analysis (e.g. systems and impact analysis), deployment, testing, performance tuning, and modification of web applications including, but not limited to, multi-tiered web-based Microsoft ASP.NET applications, .NET components, web services, system interfaces, reporting applications and systems, document management applications and systems, and enterprise services components. Includes similar responsibilities for system interfaces to non-web applications (e.g. mainframe).
- Providing Tier 1, Tier 2, and Tier 3 levels of technical support, including triage and troubleshooting, issue/incident documentation, task fulfilment and management, bug fixes and change requests, scripting, user training/education, and resource identification. Must perform a key role in developing and improving response and solution protocols. Issues are to involve both functional and technical dimensions, and others as directed.
- Participation in project plan and solution development of functional requirements, providing accurate level-of-effort estimates for both individual and team work-components. Working effectively with team members and leadership to support ongoing development efforts, software upgrades, planned maintenance, cross-functional tasks with other IT project areas, troubleshooting and resolution of IT issues, and liaising with vendors as necessary.
- Documenting and reporting, such as regular status reports, work progress, code documentation, support-ticket progress and fulfillment, SLAs, functional/technical requirements, specifications and designs, end-user guides, etc.
- Other tasks and responsibilities as directed by the Director of the development team or team lead.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
