HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:


The Division of Economic Opportunity and Regulatory Compliance (EORC) supports HPDs mission by reviewing the integrity of applicants seeking to work on HPD-supported projects and ensuring contractors comply with applicable labor and employment obligations. The division also assists HPD in implementing and enforcing socioeconomic diversity and inclusion requirements, and related programs, for procurement and development projects receiving financial assistance from the Agency.

The Office of Economic Opportunity and Regulatory Compliance is composed of 5 Units:

- Labor Monitoring Unit (LMU)

- Integrity Review Unit (IRU)

- Engineering Audit Division (EAD)

- System Administration & Engagement Services (SAES)

- Economic Opportunity & Inclusionary Program (EOIP)

The Economic Opportunity and Inclusion Program (EOIP)unit was created to support the Mayor’s goal of increasing the utilization of minority-owned and/ or women-owned business enterprises (M/WBEs) in the design and construction of HPD development and preservation projects. The unit also promotes economic development and inclusion through the various program mandates. The unit has three components, M/WBE Build Up, HPD Build-Out, and Targeted Economic Development and Hiring Initiatives, which include HireNYC, Section 3, and Local Hiring initiatives


Your Impact:

The Senior Compliance Analyst – M/WBE Compliance is responsible for ensuring developer compliance with the Minority/Women-Owned Business Enterprise (M/WBE) requirements contained in Real Property Tax Law (RPTL) 485-x; ensuring that there is adequate M/WBE participation in housing development projects that benefit from tax incentives, particularly those associated with the 2024 State Legislation - Housing Incentives initiative.

Your Role:

Your role will be to involves monitoring compliance, conducting audits, reporting, and providing guidance to developers, contractors and M/WBEs to support diversity and inclusion objectives in City-funded housing developments.

Your Responsibilities:
Regulatory Compliance & Monitoring
- Interpret and apply the provisions of RPTL 485-x and 2024 State Legislation - Housing Incentives for M/WBE participation in tax-abated housing development projects.
- Develop and implement protocols to monitor compliance, ensuring developers, contractors, and subcontractors meet M/WBE participation goals within housing incentive programs.
- Conduct regular audits and compliance reviews to verify adherence to M/WBE utilization plans in tax-incentivized housing developments.
- Collaborate with internal and external stakeholders to address any compliance issues and ensure corrective actions are implemented.
- Stay informed on updates to M/WBE regulations, housing tax incentives, and procurement laws.
Data Analysis & Reporting
- Track, analyze, and report on M/WBE participation in housing projects receiving benefits under RPTL 485-x and 2024 housing incentives.
- Prepare and submit compliance reports to leadership and external stakeholders in accordance with the funding requirements.
- Maintain and update records on contractor utilization, waiver requests, and compliance documentation tied to housing incentive projects.
- Identify trends and risks in M/WBE participation, proposing strategies for improvement and ensuring compliance goals are met.
Stakeholder Engagement & Training
- Provide training and technical assistance to developers, contractors, and internal teams on M/WBE compliance requirements related to housing development incentives.
- Serve as the subject matter expert, in collaboration with the Department of Small Business Services (SBS) on M/WBE policies, certification processes, and compliance strategies in housing development projects.
- Collaborate with legal, procurement, and economic development teams to support compliance enforcement and outreach efforts.
- Engage with M/WBE firms to increase their participation in housing development projects benefiting from state housing incentives.
Investigations & Risk Mitigation
- Investigate potential non-compliance cases, including M/WBE misrepresentation or underutilization in housing development projects.
- Recommend enforcement actions as needed, including penalties, revocation of tax benefits, or legal actions to ensure compliance with the M/WBE requirements.
- Develop strategies to mitigate compliance risks in housing development projects funded by tax incentives.

Preferred skills

Preference will be given to candidates with an advanced degree in public administration, community and economic development, public policy, business administration, law, compliance or related field. Preference will also be given to candidates who demonstrate the following:



Minimum Qual Requirements
A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in Public Administration, Business Administration, Accounting, Procurement, Regulatory Compliance, Banking, Finance, Economic and Workforce Development, Labor Relations, Public Policy, Urban Planning or related field and at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or

2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of Public Administration, Business Administration, Statistics, Public Policy, Urban Planning or related field may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have five years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
