The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. The Senior Data Analytics and Reporting Data Engineer will report to the Senior Associate Director of Reporting and Analytics in the Digital Platform Solutions division, Office of the CTO. The successful candidate will focus on ensuring the effective design and implementation of data products and reporting solutions. This position requires a detailed-oriented, hands-on contributor who will work closely with MOCS business and BI teams on the analysis and design of these solutions..
Responsibilities include:
-Manage reporting needs, including the generation and validation of routine, scheduled, unique, and ad hoc reports and data extracts.
-Collect requirements, design, build, and test reports and dashboards for various applications and programs.
-Perform ad hoc analyses as required.
-Develop and maintain databases, tables, and automated processes for reporting and analysis.
-Track and report progress to ensure timely completion of reports.
-Ensure all reports are filed accurately and on time, aligning with other externally reported information.
-Collaborate with BI and PASSPort teams on data pipelines, including integration solution design, data and reporting needs, and system enhancements for stakeholders.
-Determine ELT/ETL requirements and assist with the production, setup, and execution of data migrations.
-Identify and resolve data and technical issues, minimizing business impact.
-Recommend process, procedural, reporting, and system changes to improve and enhance the Digital Platform Solutions function.
-Provide support to operations and oversight staff on a variety of reporting issues.
-Pursue ongoing professional development to enhance skills and knowledge in procurement, technology, government operations, public policy, and change management.
-Understand issues impacting stakeholder groups such as city agencies, Minority and Women-owned Business Enterprises (M/WBEs), and nonprofits.
-Undertake special projects as assigned.
Preferred Skills
-Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility.
-Exceptional writing and communication skills.
-Proficient in delivering solutions using Microsoft Power BI, AWS QuickSight, and OBIEE.
-Skilled in writing complex SQL procedures (e.g., T-SQL, PL/pgSQL).
-Strong understanding of data governance frameworks.
-Excellent analytical, organizational, presentation, and facilitation skills; able to manage multiple tasks under tight deadlines.
-Familiarity with New York City’s data platforms and procurement systems, including Open Data (DOITT’s DataShare), PASSPort, FMS, PIP, and APT.
-Expertise in database back-end systems such as AWS Redshift, SQL Server, Oracle, and PostgreSQL, with a solid grasp of data warehousing concepts (knowledge of Informatica is helpful).
-Experienced in user requirements analysis and writing technical documentation.
-Familiar with designing dashboards and developing solutions that integrate backend databases into front-end dashboards.
-Development work within the Microsoft Power Platform is a plus.
-Extensive knowledge of data wrangling and designing products for business case scenarios using no-code, low-code, and mixed models is a significant advantage.
-Experience with MDX language used in BI solutions and cube processing with SSAS is a plus.
