The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Prevention Services (DPS) at NYC’s Administration for Children’s Services partners with contracted provider agencies to deliver community-based programs aimed at preventing child abuse and neglect. These programs focus on offering vital services such as parenting education, family counseling, and crisis intervention to support families and promote a safe, healthy home environment.
The Operations and Systems Unit within DPS oversees the technological systems used by prevention provider agencies, primarily the Preventive Management Information Systems (PROMIS). The unit plays a key role in the planning, implementation, and ongoing support of ACS systems like Safe Measures, the System Support Office Service Management Portal (SSO-SMP), Comprehensive Child Welfare Information System (CCWIS), and Connections (CNNX) builds. Additionally, the team manages Contracted Agency Remote Access (CARA) for prevention staff and the Health and Hospital Find Help platform for direct referrals to prevention providers.
We are seeking an outstanding candidate to serve as a Systems Analyst within the Division of Prevention Services (DPS). Reporting to the Deputy Director of Operations and Systems, the Operations Analyst will be responsible for implementing, coordinating, and collaborating with providers and internal ACS stakeholders to ensure alignment, and utilizing implementation science principles and other best practice approaches and research to ensuring the success and quality of the programs within the Systems portfolio.
The Systems Analyst will:
- Utilize data systems of record and tools to support research and analysis; and evaluates data; maintains records and prepares reports
- Prepare documents, makes presentations, and guides goal-oriented meetings with key stakeholders;
- Coaching and managing staff in a strengths-based manner
- Support the development of a system for the sharing of best practices among provider sites to support collaboration and quality improvement through a learning collaborative or other similar model
- Represent DPS in external/internal coordination workgroups focused on prevention systems / services sustainability
- Develop innovative strategies for improving service delivery and collaboration among providers
- Play an active role in strategic planning and coordination for division policies and programs
- Work closely with other ACS divisions including Office of Information and Technology, Financial Services, Child Protection, Policy, Planning, and Measurement, Work Force Institute and Family Permanency Services.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
