Agency Description

The Mayor’s Office of Education (MOE) brings a unified vision and organizing strategy to support success for Philadelphia learners from kindergarten through adulthood. The Office of Education develops policies and programs, implements mayoral initiatives, facilitates collaboration across city departments and educational institutions, and fosters improvement across all education systems.

Job Description

Position Summary

 The Site Coordinator is an employee of the Mayor’s Office of Education (MOE) who works to implement, integrate, align, and coordinate the extended day, extended year (EDEY) initiative at the school site level. The Site Coordinator, while employed by MOE, is also accountable to the school principal and is therefore expected to plan and align all programs, services and opportunities collaboratively.

Essential Functions

General duties & responsibilities include:

Partnership Coordination

  • Work with key players to coordinate program launch and implementation, develop and manage partnerships, and share updates and information.
  • Support effective resource coordination and utilization at the school level.
  • Cultivate and create community partner relationships with outside agencies that complement the vision of the school.
  • Regularly convene representatives from program partners that serve students and families to report on program progress, troubleshoot, enlist support in implementation of EDEY initiative and ensure alignment with school priorities.
  • Build positive and trusting relationships with all stakeholders including principals, school staff, caregivers, students, community members, service providers and partners, and other MOE team members.
  • Engage families with the goal of increasing awareness of EDEY programs, sharing available opportunities, and helping connect families to providers to complete enrollment.
  • When appropriate, engage local partners such as neighborhood associations, residents and community leaders in school planning and EDEY program implementation process.

Collaborative Leadership

  • Cultivate collaborative structures and spaces to gather input from stakeholders and community leaders in decision-making processes related to EDEY program.
  • Act as a liaison between stakeholders including the city, the school community, and school partners to share key information, updates, ensure the flow of resources and technical assistance, and foster collaboration.
  • Serve as an ambassador for EDEY by promoting program within the school community, answering questions, and clearing up misinformation. Create and manage communication platforms as needed.
  • Work with school staff, students, parents, and community stakeholders (such as local businesses, nonprofit partners, and public agencies) to build knowledge about, connections with, and support for EDEY initiative.
  • Participate in school leadership meetings at principal’s or designee’s request to stay informed of school priorities and support connecting school community with appropriate service providers and partners.
  • Recruit, train, and coordinate volunteers based on MOE guidelines to support with EDEY initiative as needed.

Continuous Improvement

  • Perform school community asset mapping, needs assessment, opportunities assessment, and make connections to appropriate service providers.
  • Assist in creation of provider standards and resources as needed and participate in provider selection.
  • Conduct assessments on an ongoing basis, including data collection, resource inventory, gap analysis, and follow ups.
  • Manage the feedback loop by gathering and sharing feedback from stakeholders to inform short-term programming adjustments and long-term planning for future programs.
  • Maintain working relationships with internal and external department staff responsible for monitoring and coaching on program activities and compliance to support in ensuring program effectiveness.
  • Collect and use data to facilitate continuous improvement process, share feedback and outcomes, and support school administration and community leaders in making data-driven program decisions.
  • Leverage knowledge, relationships, and problem-solving skills to troubleshoot challenges that can be resolved at the school site-level.

Additional Duties & Training

  • Complete administrative duties such as managing email communication, utilizing appropriate databases, and submitting reports to be shared with school, community, and City leaders for feedback and support.
  • Meet with Manager on a weekly or bi-weekly basis to review weekly reports and create support systems to facilitate the delivery of quality services.
  • Work closely with Manager to develop and implement the shared work plan based on EDEY program model and goals and school-level mission and vision.
  • Participate in regular Mayor’s Office of Education staff meetings and learning communities with other offices and departments.
  • Participate in ongoing professional development including capacity-building activities, presentations and conferences, initiative-wide and site-based trainings, peer network meetings and study visits.
  • Approach the role with flexibility as program parameters and site responsibilities may change as the program evolves.

Required Competencies, Knowledge, Skills, and Abilities

Knowledge

  • Strong understanding of fostering and maintaining positive organizational health.
  • In-depth knowledge and expertise in parental engagement and involvement practices.
  • Comprehensive understanding of school and community dynamics and their interplay.
  • Familiarity with the public education system in Pennsylvania, as well as the operations of community-based organizations and higher education institutions (preferred).
  • Experience using data in educational, community, or social service contexts to inform decisions and strategies.

Skills

  • Excellent written and verbal communication skills, with the ability to convey information clearly and effectively.
  • Proven ability to build and sustain relationships with diverse groups, including community-based organizations, families, children, teachers, and volunteers.
  • Project management skills, including planning, organization, and execution.
  • Effective at organizing and facilitating meetings to promote collaboration and shared understanding.
  • Demonstrated capacity to engage meaningfully with youth, parents, staff, and the broader community.
  • Skilled in applying interpersonal and problem-solving abilities to effectively address partner needs and concerns.
  • Competence in using data-driven approaches to inform decision-making and program outcomes.
  • Strong analytical skills to identify and evaluate problems, assess information for accuracy and relevance, and develop actionable solutions.

Abilities

  • Ability to remain calm and composed under pressure, managing stressful situations with professionalism.
  • Demonstrates exceptional cultural competency and an inclusive approach to working with diverse populations.
  • Ability to maintain accurate records and produce detailed reports.
  • Empathy and skills to support individuals in processing difficult situations with care and understanding.
  • Ability to stay calm under pressure and manage competing priorities effectively.

Qualifications

Bachelor’s degree Education, Social Work, Public Administration or Project Management

At least two years of experience working in the community in a social service, education, social work, community organizing, health, or researching extending learning time and opportunities in schools, city government, research institutions or service organizations.

Salary Range: $50,000 - $70,000
