Compensation*: Competitive starting salary $88,800 - $112,800 commensurate with skills and experience, Full Pay Range: $88,800 - $136,700

Our Location

Energy Trust provides for a range of work location options, including remote, hybrid and in-office work. This position will represent Energy Trust in public settings and potentially at community events. We are open to candidates who live throughout Oregon and Washington. The Program Manager, Communities + New Initiatives would be expected to report to the office on a quarterly basis, at minimum.

 

What We’re Looking For:

The Program Manager – Communities and New Initiatives is responsible for executing the launch and management of community-focused offers and initiatives that enable Energy Trust to better serve communities; particularly customers and communities that the organization has historically underserved. Initial areas of focus will include the launch and management of a Community Partner Network, which will streamline and enhance our partnerships with community based organizations, and operationalizing the organization’s efforts to integrate community feedback, needs and priorities across Energy Trust’s programs and offerings.

 

This position is a key contributor to Energy Trust’s Communities and New Initiatives (CaNI) Sector, which is embedded within the organization’s broader Energy Programs Group; this Sector is responsible for developing and implementing cross-program strategies and initiatives to increase access to clean energy solutions for all of Energy Trust’s customers. This position reports to the Sr. Program Strategies Manager, Communities + New Initiatives and will work closely with other roles throughout the organization.

 

This position is expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings. This position may also be expected to travel occasionally to regions in our service territory.

What You’ll Do:

  • Implement programs, strategies, and best practices in support of community-based program offers and initiatives including design, outreach, and implementation needs identified by the Communities + New Initiatives team. This includes the development of best practices, processes, and tools that support incorporating community-centered solutions in program designs, collaboration, and community programming identified by the Communities + New Initiatives team and collaborators.     
  • Manage and improve Energy Trust’s community insights gathering processes and tools to gather and reflect community needs and priorities into Energy Trust’s programs and offers; including robust collaboration and information gathering across Energy Trust Programs and Outreach teams.
  • Provide contract and budget management for Energy Trust partnerships with community-based organizations, including coordinating scopes of work across programs, developing and managing budgets, tracking progress towards budget and scopes, and partnering with Relationship Managers, outreach, communications, legal and finance teams.
  • Support the planning and implementation to create a Community Partner Network which will provide support for community-based organizations through onboarding and education, streamlined contracting and partnership opportunities with Energy Trust, and a variety of resources and additional benefits for partner organizations. Once the Community Partner Network is launched, this role will provide Program Management of the Network.
  • Manage all aspects of assigned initiatives including: developing and managing to launch plans for new initiatives, creating program plans and process documentation, goal setting, developing and managing budgets, stakeholder engagement and regulatory compliance, program development, and implementation of cross-program initiatives.
  • Apply best practices for program and project management and quality assurance, ensuring efforts meet internal and external financial, audit, evaluation and public communication requirements.
  • Engage with stakeholders and communities to identify market gaps and opportunities and evolving the organization’s program offerings to reflect community needs.
  • Actively support strategic partnerships with public and private sector partners to advance clean energy solutions for communities. Provide guidance to other program implementation teams based on established organizational best practices for inclusive program design and community engagement.
  • Manage and contribute to day-to-day cross-program collaboration activities with team members, cross-functional groups and subject matter to ensure team members are aligned and deliverables are on track. 
  • Work on multiple concurrent team-based initiatives.
  • Perform all functions of the job in a safe manner.
  • Perform other job-related duties as assigned.

SUPERVISORY RESPONSIBILITY

This position has no supervisory responsibilities.

  • Bachelor’s degree in a related field or equivalent professional experience
  • Five years of experience in program and/or project management, or equivalent experience, preferably in clean energy or a related field.
  • Two years of direct experience in managing contracts, including writing and managing scopes of work, tracking on and/ or managing budgets and deliverables.
  • Experience in program design, delivery and all phases of implementation.
  • Experience developing and managing program plans and procedures, including developing clear documentation of processes and expectations.
  • Experience partnering or working with community-based organizations.
  • Familiarity with and experience applying practices of community- and/or equity-centered design and engagement preferred.
  • Experience with grant management preferred.
  • Excellent interpersonal communication skills and writing abilities.
  • Successful experience working within multidisciplinary teams.
  • Demonstrated ability to work constructively with parties that may have divergent interests.
  • Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.
  • Proficient knowledge of MS office suite and enterprise software applications.
