As Digital Architect/Product Owner, you will serve as a recognized authority responsible for driving enterprise-wide information and data architecture strategy and innovation. You will lead the design and implementation of highly complex solutions that enable seamless interoperability between transactional systems, document management platforms, and information delivery environments. You will apply your extensive technical expertise to create scalable, standards-based enterprise models, data architectures, and governance frameworks that align with the organization’s long-term goals. Working independently, you will evaluate complex business needs and determine strategic courses of action that support data integrity, consistency, and reuse across large-scale systems. You will architect solutions that address the full data lifecycle, integrating advanced modeling techniques, metadata management, and service-oriented design principles. Your leadership will be essential to setting architectural direction, mentoring teams, and solving technical challenges through highly innovative solutions that align with enterprise information strategy. You will be responsible for guiding projects to successful delivery, ensuring they meet contract requirements while aligning with program and business goals. As a Product Owner, you will serve as the bridge between stakeholders and technical teams, ensuring that the product vision is translated into actional deliverables which meet customer needs and comply with company policies, procedures, and standards.
The proposed salary range for this position is $130,640 - $168,000. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications. RESPONSIBILTIES- Lead the development and implementation of enterprise-wide information architectures, models, and standards to ensure scalable, interoperable systems
- Define and maintain logical and physical data models that support multilingual data, time dependency, taxonomy structures, and historical data tracing
- Drive the design and enforcement of metadata management practices, data dictionaries, and enterprise-wide governance policies
- Serve as the technical lead in aligning information lifecycle management with enterprise architecture strategies and solutions
- Architect scalable data-sharing solutions using advanced data structures and service-oriented principles
- Apply deep knowledge of conceptual, transactional, dimensional, and object-oriented data modeling to address complex architectural needs
- Utilize modeling languages such as UML, OML, ER diagrams, and DFDs to create and review architecture documentation
- Lead integration of master and reference data models across enterprise systems and ensure conformance to MDM best practices
- Develop and implement enterprise IT architecture plans, standards, methodologies, and strategic direction
- Collaborate with technical and business stakeholders to drive adoption of architecture standards and data integration strategies
- Provide technical support to operational strategies aligned within your program and initiatives that optimize processes, enhance productivity, and ensure quality across all program functions
- Define and prioritize product backlog items, including user stories, acceptance criteria, and clear business value
- Collaborate closely with stakeholders to understand and communicate strategic business needs and translate them into actionable tasks
- Continuously refine and reprioritize the product backlog, ensuring clarity and alignment with company strategy and customer requirements
- Serve as the primary liaison between business stakeholders, users, and the team to facilitate clear communication
- Proactively analyze user feedback and performance metrics to continuously enhance product effectiveness
- Ensure 100% of planned hours are worked and recorded
- Identify and forward to your leadership any opportunities that could lead to growth within your work area
- Participate in growth efforts as requested
- Ensure all contractual deliverables are met/exceeded to the customer's satisfaction
- Completes personal PDP and attend Staff Meeting and Storytime (with camera on)
- Within your program, build productive and positive professional relationships with clients
- Execute all contract requirements as assigned in accordance with the contract specific LCAT and requirements
- Performs other related duties as assigned
KEY QUALIFICATIONS- Clearance: Active TS/SCI
- Education and Years of Experience: Bachelor’s degree with 10–12 years of experience or Master’s degree with 8–10 years of experience in enterprise architecture, data modeling, or information systems
- Recognized expert in data architecture and enterprise integration for large, complex environments
- Proven experience solving unusually complex technical problems with innovative and scalable architectural solutions
- Advanced expertise in conceptual, logical, and physical data modeling using tools and standards-based methods
- Demonstrated success in implementing enterprise metadata, governance, and information lifecycle management frameworks
- Strong command of MDM, ODS, ETL, data warehouse, and data mart technologies
- Demonstrated ability to write clear, concise, and effective user stories and acceptance criteria
- Strong understanding of Agile methodologies (Scrum, Kanban) and associated practices and tools (Jira)
- Excellent interpersonal communication and negotiation skills to effectively engage with stakeholders and team members
- Proven ability to prioritize tasks effectively under tight deadlines and changing conditions
PREFERRED ADDITIONAL QUALIFICATIONS - Certification in TOGAF, Zachman, or other enterprise architecture frameworks
- Experience designing architectures for cloud platforms such as AWS, Azure, or Google Cloud
- Knowledge of modern data architecture paradigms including data lakes, fabric, mesh, or event-driven models
- Proficiency in data architecture tools such as ERwin, PowerDesigner, or ArchiMate
- Demonstrated ability to lead architecture teams and mentor junior architects in complex delivery environments
- Certification as a Product Owner or Scrum Master (e.g., CSPO, CSM/PSM)
