General Summary:  

The Billing Manager is responsible for overseeing the organization’s billing processes and ensuring compliance with Federal, State, and Third-Party Payer regulations. This role manages daily billing operations, supervises billing staff, and collaborates with Program Directors and the accounting team to ensure accurate billing imports to the Agency’s accounting system. The Billing Manager is also responsible for implementing policies and procedures to improve efficiency, minimize errors, and ensure the organization’s revenue cycle functions smoothly.

Principal Responsibilities:

  • Ensure the accurate and timely processing of Medicaid, Medicare, and private insurance billing.
  • Adherence to month-end closing schedule.
  • Maintain up-to-date knowledge of industry regulations, documentation, coding rules, and compliance requirements.
  • Identify and address billing discrepancies, denials, and inefficiencies, implementing corrective measures as needed.
  • Develop and enforce billing policies and procedures to maintain compliance and efficiency.
  • Monitor and analyze billing trends, reimbursement rates, and claim denials, implementing corrective actions as needed.
  • Work closely with Program Directors and accounting teams to ensure billing accuracy and proper financial tracking.
  • Provide regular updates to senior leadership regarding the financial status of billing operations
  • Assist in audits and financial reviews related to billing activities.
  • Supervise, train, and mentor billing clerks, providing guidance and support in daily operations.
  • Other duties as assigned.

Qualifications and Competencies:

  • Bachelor’s degree in a relevant field preferred or equivalent combination of education and experience.
  • Minimum of five years of experience in billing management, including Medicaid, Medicare, and private insurance billing.
  • At least three years of supervisory experience, with proven leadership abilities.
  • Strong knowledge of billing compliance, coding regulations, and revenue cycle management.
  • Excellent organizational, problem-solving, and analytical skills.
  • Effective verbal and written communication skills in English.
  • Experience with billing software and financial reporting systems preferred.
  • Must have a valid driver's license, reliable transportation with personal automobile liability insurance coverage at or above the levels mandated by the State of Vermont.
  • Successful completion of a criminal history background check after hire.

  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.

Work/Environment:

  • The duties of this position are performed in a professional office setting.
  • Travel is required when necessary to perform work responsibilities and to attend meetings, seminars or other work-related obligations.
