The Technical Instructional Designer is responsible for developing engaging learning materials, both online and in-class, that empower public sector clients to get the most value from our GovTech solutions. In this role, you will create certification programs specific to the GovTech industry, design hands-on tutorials and labs, and leverage software virtualization techniques to enrich the learning experience. You will work closely with Product Development, Project Managers, Technical Support, and Marketing to ensure training initiatives align with client needs, create value, and support broader organizational objectives.


This full time, permanent, remote position based in Costa Rica and does not offer relocation benefits. Job applicants must be located and legally authorized to work in Costa Rica in order to be elegible for consideration.


What your impact will look like here:
  • Design, develop, and maintain comprehensive training materials for online and in-person use, including presentations, manuals, and interactive coursework. 
  • Incorporate software virtualization tools and platforms to simulate real-world product usage and environments.
  • Develop and launch certification programs tailored for the GovTech industry, establishing clear learning paths and assessments that validate client competencies. 
  • Collaborate with subject matter experts to ensure certification content meets industry standards and client requirements.
  • Design and deliver interactive labs, workshops, and tutorials that promote active learning and skill mastery. 
  • Continuously enhance lab environments to keep pace with product updates and emerging technology trends.
  • Partner with Project Managers and other stakeholders to align training objectives with broader client goals, schedules, and project timelines. 
  • Advocate best practices to ensure long-term client success and drive adoption of product features.
  • Work closely with Product Development to manage system-wide updates that impact training content. 
  • Collaborate with Sales and Marketing teams to design content that creates value for clients, supports product adoption, and informs promotional strategies. 
  • Contribute to continuous improvement initiatives by sharing feedback from client trainings with internal teams.
  • Track and analyze training program metrics (e.g., attendee feedback, assessment results) to identify opportunities for improvement. 
  • Regularly evaluate course effectiveness and recommend updates to maintain program relevance and quality.


You will love this job if you have:
  • Genuine enthusiasm for helping government clients use technology more effectively and achieve their missions.
  • Experience creating learning materials in various formats (online, in-class) and using instructional design methodologies. 
  • Proven ability to develop and facilitate certification programs, tutorials, and labs.
  • Familiarity with responsive web design, accessibility, social media, content management systems, analytics platforms, and online training facilitation. 
  • Experience utilizing software virtualization tools to provide hands-on learning experiences.
  • Comfortable juggling multiple training engagements with attention to detail, deadlines, and quality standards. 
  • Strong problem-solving skills and adaptability in a fast-paced environment. 
  • Excellent verbal and written communication skills, including the ability to present complex technical information clearly. 
  • Strong consultative approach, fostering positive client relationships and success stories.
  • BA/BS degree or equivalent experience in a related field (e.g., Education, Instructional Design, Technology). 
  • Previous experience developing certification or training programs for software or technology solutions is highly desirable.
