Senior Evaluation Manager

IPHI is currently recruiting for a Senior Evaluation Manager (SEM) to manage, coordinate, and support organizational and programmatic evaluation, monitoring and research, as well as further growth and development of research and evaluation services.


Duties and Responsibilities
  • Lead IPHI’s internal research and evaluation team and build related infrastructure and capacity. Play a lead role in the growth and development of a research and evaluation line of business at IPHI.
  • Lead and support the design, planning, logistics, and implementation of qualitative and quantitative evaluation and research activities, including support of strategic plan metrics and monitoring.
  • Lead a broad range of survey and other data collection strategies to support organizational and program development and implementation.
  • Develop, coordinate and advise monitoring and evaluation activities associated with IPHI programs, in close collaboration with team members, contractors, and partners.
  • Co-design and co-produce research and evaluations with community members.
  • Guide the development and implementation of organizational and program quality improvement processes.
  • Support and lead organizational and community capacity building efforts, including trainings and workshops on topics relevant to monitoring, evaluation and research.
  • Support the development and implementation of a variety of monitoring, evaluation, and learning processes and outputs related to data infrastructure systems, survey- building, evaluation plans, data visualization and organizational learning.
  • Work with other team members to translate evaluation and monitoring findings into organizational and program improvement.
  • Analyze quantitative and qualitative data, interpret statistics and draft findings, develop data visualizations.
  • Clearly communicate the results of analytical work to non-technical audiences in both written and oral communication.
  • Write summaries, case studies, evaluation reports, literature reviews, abstracts, and other content.
  • Assume a lead role in writing evaluation sections of grant reports and proposals.
  • Perform other duties assigned by Resource Advisor.


Education and Experience
  • Bachelor’s degree in a related field and 7+ years of relevant evaluation and/or research and management experience.  Advanced degree in related field can substitute for experience. 
  • Experience in qualitative and quantitative methods and analysis required. 
  • Experience with evaluating both individual-focused services as well as broad community-wide efforts helpful, including policy and systems change efforts preferred. 
  • Experience designing, implementing, analyzing and reporting community-based participatory research projects preferred. 
  • Experience with data visualization and quantitative and qualitative data analysis platforms preferred. 
  • Demonstrated evaluation and project management experience, including through team- based approaches, and coordinating with independent evaluators and contractors. 
  • Demonstrated experience with equitable and anti-racist evaluation practices that support diversity, equity, and inclusion. 


Knowledge, Skills, and Abilities
  • Strong project management, research, analytical and communications skills. 
  • Strong oral and written communications skills, including ability to write clear and concise reports, including professional publications, develop presentation materials and deliver oral presentations. 
  • Demonstrated ability to lead the design of program evaluation approaches and collect, analyze, and synthesize both quantitative and qualitative data. 
  • Proficiency in Excel and other data analysis platforms required. Experience with Salesforce and/or PowerBi preferred. 
  • Experience with qualitative software (e.g. NVivo, ATLAS.ti) and quantitative/statistical software (e.g. SPSS, Stata, SAS, R) preferred. 
  • A commitment to continuous learning and quality improvement. 
  • Ability to prioritize and work independently in a fast-paced environment. 
  • Passion for public health, racial equity, and the mission of public health institutes. 


Compensation

This is an exempt position with competitive benefits and a salary range of $80,000 to $115,000, commensurate with experience. Salary is contingent upon available funding.  IPHI offers a flexible and collegial work environment and competitive benefits package, including vacation and sick leave, health/dental/vision insurance, disability and life insurances, and retirement 403 (b) plan and contributions, among other benefits. 


Location

Job location is flexible within the region, though regional and national travel may be required. IPHI has offices in Washington, DC; Largo, MD and Richmond, VA. IPHI currently has a flexible telecommuting policy, though some work time in an office environment may be required in the future.
