Responsibilities of the Clinical Program Director – ACT Team:  Administers and directs the Assertive Community Treatment (ACT) Program, a self-contained, community based, clinical team that provides treatment and rehabilitative support services to forty-eight people living with serious mental illness.  The Clinical Program Director is responsible for hiring, supervising and leading a multidisciplinary team ensuring that high quality, goal directed, person centered, and respectful services are provided.  In addition to administrative and programmatic functions, the Clinical Program Director also functions as a practicing clinician as part of the team. 

The Clinical Program Director – ACT Team duties include:

  • Operationalizing evidence-based practices per the OMH ACT Program Guidelines including using a harm reduction, person-centered, recovery-based approach while instilling hope in those served.
  • Overseeing the direct day-to-day clinical operations of the ACT Team including staff scheduling, morning meetings, coordination among staff members, and evaluation of treatment activities to ensure excellence of care to meet the individuals ever changing needs.
  • Directing and coordinating the referral and admissions process with the Office of Community Services AOT/SPOA Coordinator, stakeholders, and amongst the team.
  • Promoting effective and collaborative communication between co-workers, providers, external providers, regulators and funders.
  • Ensuring all services are delivered in a manner consistent with agency procedures and all related State and Federal regulations (NYS Office of Mental Health, Department of Health and Medicaid).
  • Participating in staff recruitment including interviewing, hiring, and onboarding new staff members. Educating new staff members about the ACT model of care including harm reduction, respectful, person-centered, and supportive treatment of individuals served and each other.
  • Participating in the development of an annual program budget. Monitoring expenditures, adhering to budgetary guidelines and forwarding all required financial documentation to the finance office in a timely manner.
  • Completing monthly billing for ACT services rendered and submitting to the finance office within designated time frames.
  • Supervising program documentation and case record management assuring compliance with agency policies and Medicaid/OMH requirements.  Regularly reviewing assessments, service plans, progress notes and other records kept and written by staff. Providing staff members with the knowledge, tools, and skills to obtain and maintain compliant and meaningful documentation.
  • Maintaining all other documentation required by ACT guidelines including calendars, boards, logs, utilization reviews, and fidelity tools.
  • Providing the full spectrum of clinical treatment and rehabilitative support services to individuals served by the team. This includes home, community and office visits, crisis intervention, completing clinical documentation, and participating in on-call duties.
  • Ensuring all medication processes and procedures are followed.
  • Providing transportation to clients when necessary.  In addition, an employee must be approved to drive agency and personal vehicles for business purposes by maintaining a valid NYS driver's license and must be approved by the agency's vehicle insurance carrier.  An employee must always drive in a safe manner and use all safety devices.

Skills/Qualifications for the Clinical Program Director – ACT Team include:

  • NYS Licensed Clinical Social Worker or Licensed Mental Health Counselor.
  • Three years of supervisory and management experience in a clinical setting and experience providing community based clinical treatment preferred (e.g., mobile crisis, ACT, etc.).  A combination of strong supervisory skills and clinical experience will be considered.
  • Must have a strong commitment to the rights and ability of each person living with a mental illness to make their own decisions. Must be able to effectively work with all people and demonstrate skills and competence to establish supportive and trusting relationships with all individuals. Must uphold clients’ rights, personal preferences in treatment and treat everyone with respect and dignity. 
  • Strong clinical skills and experience providing treatment to persons living with serious mental illness; a minimum of five year of experience in providing direct clinical services to adults with serious mental illness required.
  • A valid and insurable NYS driver’s license.  Must have own vehicle to use for business purposes.  Agency vehicles are available for individual transportation.

Salary and Schedule of the Clinical Program Director – ACT Team:

  • $85,000/annual equivalent.
  • 40 hours per week.  Monday-Friday.  DAY TIME HOURS. Compensated on-call hours on a rotating schedule.
