Job Description
We are seeking an experienced Senior Database Developer who will also serve as the Contract Manager for a U.S. Department of Homeland Security (DHS) program. This dual-role position is responsible for leading database development efforts while overseeing contract execution, personnel, and direct communication with government stakeholders.
Note: This opportunity may also be a strong fit for professionals with equivalent database experience under alternative job titles such as Database Engineer, Data Engineer, SQL Developer, BI Developer, ETL Developer, or Data Architect - especially those with deep experience in federal environments.
Key Responsibilities
Database Development Duties:
- Design, implement, and maintain relational databases, data warehouses, and ETL processes.
- Develop stored procedures, triggers, and functions to support application development.
- Model and analyze data structures to enhance system integration and performance.
- Ensure compliance with data governance and federal security requirements.
- Collaborate with technical teams to deliver high-performance database solutions.
- Apply knowledge of FISMA, FedRAMP, and other federal frameworks to all database efforts.
Contract Manager Responsibilities:
- Serve as the primary point of contact for the Contracting Officer (CO) and the Contracting Officer’s Representative (COR).
- Manage day-to-day performance and coordination of all contractor personnel.
- Monitor contract activities across all tasks and ensure timely delivery of services.
- Respond to COR requests within 24 hours, during business hours (8:30 AM–5:00 PM EST, M–F).
- Maintain clear communication with DHS stakeholders and resolve project issues promptly.
- Ensure full awareness of ongoing work, task progress, and quality assurance measures.
- U.S. Citizenship (Required)
- Bachelor's degree in Computer Science, Information Systems, Engineering, or related discipline (required); Master's degree preferred.
- Minimum of 15 years of federal onsite experience supporting and understanding agency policies and workflows (required, non-substitutable).
- Demonstrated experience with database management systems, including SQL Server, Oracle, or PostgreSQL .
- Strong experience with ETL development, data modeling, and data integration tools such as ERwin.
- Experience with data governance and compliance frameworks (FISMA, FedRAMP).
- Familiarity with cloud-based platforms (AWS, Azure, Google Cloud).
- Experience leading technical teams and managing client relationships in a federal contracting environment.
- Ability to manage personnel, provide status updates, and serve as contract manager or technical lead on government projects.
Work Conditions
- Terms: This position is contingent upon contract award, and selected candidates may be asked to sign a Letter of Intent (LOI) and a contingent offer letter to confirm availability.
- Location: On-site or possible Telework as approved by COR [Must live within a commuting distance of the designated government facility in the DC Metro region].
- Performance Period: June 22, 2025 - June 21, 2026, with up to two additional one-year option periods.
