Executive Director of Human Resources

Position Summary 

The Executive Director of Human Resources is responsible for overseeing the efficient and effective functioning of the HR department. This role focuses on designing and executing HR strategies that improve processes, boost operational efficiency, and align with the district's overall goals. Working in close partnership with the Chief Talent Officer, the Executive Director will lead talent management efforts, promote a positive workplace environment, and ensure adherence to all employment laws and regulations.


Salary $80,400 - $122,235


Essential Duties and Responsibilities
  • Develop and execute comprehensive HR strategies that support organizational goals and drive continuous improvement across HR functions.
  • Manage the daily operations of the HR department, ensuring efficient and compliant execution of HR processes, policies, and programs.
  • Partner with the Chief Talent Officer and senior leadership to shape and implement talent initiatives, including workforce planning, leadership development, and succession planning.
  • Collaborate with the Chief Talent Officer on the creation, implementation, and enforcement of HR policies and procedures, ensuring compliance with local, state, and federal employment laws and regulations.
  • Champion a positive, inclusive, and high-performance workplace environment through employee engagement initiatives and internal communication strategies.
  • Guide the design and implementation of effective performance management systems to foster accountability, recognize high performance, and support employee development.
  • Support and guide recruitment strategies that attract, retain, and develop top talent aligned with the organization’s values and long-term vision.
  • Monitor and analyze HR metrics to assess the effectiveness of programs and initiatives, using data-driven insights to inform strategic decisions.
  • Support change management efforts related to organizational growth, restructuring, or other strategic shifts, ensuring smooth transitions for employees and teams.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Facilitates professional development, monthly meetings, and training activities for staff.
  • Monitor and ensure compliance with federal, state, and local employment laws and regulations; review and modify policies and procedures to maintain compliance, and
  • Performs other duties as assigned.


Edcuational Background
  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • Minimum of seven to ten years of progressive HR experience, with at least 3 years in a leadership role.
  • Education or government sector experience preferred.
  • Certifications: Professional HR certification (e.g., SHRM-SCP, SPHR) preferred.

  • HR Coordinator, Director of Talent, Engagement, and Support, and Director of Benefits Management

  • Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc.) part of the work day;
  • Required to exert physical effort in handling objects more than 30 pounds rarely;
  • Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals) rarely;
  • Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar  elements rarely;
  • Normal setting for this job is an office/school setting.

Performance Evaluation
  • The employee will be evaluated based on the above position using either two methods: via COMPASS or an OPSB evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS to ensure renewal of certification.
