Data Governance Senior Specialist

The PASHA Holding CDO Office is working towards building data and analytics capabilities in our Strategic Assets (SA) with the aim of fostering a data-driven decision-making culture. Our objective is to enable the business in achieving its goals by using reliable and accessible data. The program consists of four streams: Data Governance, Organization and Culture, Data Technology, and Analytics. We intend to hire a senior data governance specialist for the Data Governance stream. The senior data governance specialist plays an important role in driving the execution and enablement of analytical projects and establishing effective data governance processes.

Job description:

·       Lead the development and rollout of self-service data discovery and acquisition capabilities, including data marketplace tools, data platform tools  and processes.

·       Act as the primary point of contact for self-service enablement initiatives across the Holding companies.

·       Collaborate with asset-level data leads and stakeholders to ensure adoption, quality, and usability of self-service tools and data products.

·       Define and implement governance standards to streamline and automate cross-company data sharing processes.

·       Coordinate with data teams in Holding companies to ensure effective and consistent execution of cross-entity data governance projects.

·       Drive the standardization of data governance practices across companies to enhance interoperability and efficiency.

·       Contribute to the execution of data maturity assessments and the continuous enhancement of the maturity assessment framework.

·       Identify and evaluate opportunities to standardize governance processes, implement scalable solutions, and develop associated training and communication materials.

·       Provide expert guidance on data catalog, self-service models, and cross-company sharing policies.

·       Maintain strong alignment with key stakeholders and ensure regular, timely communication with both internal and external teams.

·       Facilitate cross-functional workshops and working group meetings; translate outcomes into actionable workflows, standards, and requirements.

·       Monitor and report on KPIs related to self-service adoption and data governance effectiveness; escalate risks and blockers to the Head of Data Governance.

·       Prepare high-quality visualizations and reports to showcase initiative progress and business impact.

·       Bachelor’s degree in a relevant field.

·       6-7 years of total work experience, with 3-4 years in a similar function.

·       Strong analytical, problem-solving, and project management skills.

·       Excellent communication skills in English, Azerbaijani, and Russian.

·       Experience with business process design and IT Business Analysis.

·       Knowledge of Data Governance Policies & Procedures is a plus.

·       Familiarity with MS Suite and understanding of the Finance/Insurance market is preferable.
