POSITION SUMMARY
The Director of Human Resources is responsible for the human resource management of the affiliate, including planning, leading, directing, developing and coordinating the policies, activities, and staff of the Human Resource (HR) department, ensuring lawful employment practices. They establish positive employee relations by providing leadership in promoting and enhancing a diverse workforce, integrating the core values of the organization into the culture, assessing the need and establishing the delivery of effective management training and development programs, screening of potential job candidates and ensuring equitable and competitive salary and benefits' structures. The Director of Human Resources consults with the senior team, supervisory and management staff on human resource and organizational culture issues. The Director is responsible for consistent and equitable interpretation of employment policies and serves as an internal consultant for organizational development issues. They must possess exceptional relationship skills, phone and computer skills, organizational skills, budget management skills, supervisory/coaching skills, and effective verbal and written communication skills, in addition to ability to travel to all PPGR centers is required. This position also requires computer and writing work that will require sitting at a desk for extended periods and requires standing for periods in excess of one hour. This position will work a hybrid schedule, with at least three days in the office. This position may fulfill the cell phone reimbursement policy requirements.
PRIMARY DUTIES PERFORMED
● Ensure that all employment practices are consistently interpreted by all management staff in accordance with federal and state law and the affiliate's human resource policies
● Serve as the affirmative action officer, ensuring that recruitment, selection, placement and training opportunities support our goal of achieving and maintaining a diverse workforce
● Provide direct supervision to Human Resources staff to ensure an efficient system of obtaining and pre-screening all applicants for employment, and in processing of all employee-related paperwork
● Enhance the workplace environment to foster self-reliant, insightful, and committed and engaged employees
● Develop and monitor performance management system. Consult with supervisory and management staff regarding performance issues and disciplinary action
● Create, implement, and review human resource policies with General Counsel for revision annually by PPGR or as often as needed based on legal or regulatory conditions impacting human resource policies
● Work collaboratively with other staff to ensure that all new employees are oriented to the agency and its policies
● Assist supervisors in administration of human resource policies
● Manage employee-related initiatives, such as recruitment, onboarding, performance management, promotions, and exit interviews
● Analyze data to report on HR metrics and making informed decisions
● Assist with establishing and maintaining salary ranges which are market competitive and internally equitable to enhance recruitment and retention of employees
● Supervise administration of benefits by HR Administrator
● Monitor employee satisfaction with benefits, workplace, and leadership
● Assist with developing and monitoring the HR departmental budget
● Work closely with the Senior Leadership Team to establish goals, strategies and policies for PPGR’s performance-based evaluation system, linked to clear, equitable performance indicators and annual goals
● Ensure that all claims for workers' compensation, unemployment insurance and severance pay are handled in compliance with laws, regulations and human resource policies
● Assist with the preparation of the background position paper for all challenges to Unemployment and EEOC claims and/or conciliation agreements for General Counsel approval
● Consult with General Counsel regarding potential liability, or in the event of action taken by a current or former employee or applicant
● Focus on long-term objectives, ensuring HR aligns with PPGR’s strategic direction
● Other duties may be assigned
SUPERVISORY RESPONSIBILITIES
Supervise Human Resource Manager and Recruitment Coordinator

EDUCATION/EXPERIENCE Bachelors Degree in education, communications, human resources, business management or health related field required. Masters degree desirable. Background in educational setting, volunteer, social service or health agency preferred. SHRM or HRCI certification preferred.
Minimum of four years experience in human resource management, preferably in a multi-site organization. Experience in health care staff recruitment, staffing, training and organizational development preferred.
Technical and management experience in salary and benefits' administration, employee/labor relations, employment, and training and development. Demonstrated ability to appropriately handle complex and confidential information. Skilled in group facilitation and training methods. Skill in problem-solving and decision-making with integrity in making difficult personnel related decisions. Ability to communicate policy interpretations and decisions effectively to a diverse audience.
Demonstrated knowledge and skill in implementing and sustaining organizational diversity initiatives.
Ability to travel throughout the region; some evenings and weekend work may be required. Demonstrated leadership in maintaining positive employee relations. Strong commitment to the mission, goals and values of Planned Parenthood and the ability to communicate those goals and agency values to employees, volunteers, applicants and community contacts.
LANGUAGE SKILLS
Ability to read, analyze, and interpret the complex documents, including employment laws and regulations. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to handle tough conversations with confidentiality and equity.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
SHRM from the Society for Human Resource Management or HRCI from the HR Certification Institute is strongly preferred.
