Background
The HSS Case Competition provides USAID staff and partners engaged in health systems strengthening activities with a platform to showcase their work and demonstrate the impact of their initiatives on health systems and outcomes. By leveraging real-life examples, the Case Competition allows participants to gain valuable insights into what works—and what doesn't—when implementing, institutionalizing, and scaling up health system programs and approaches.
Purpose
The purpose of this role is to serve as a judge to evaluate and score the Health Systems Strengthening Case Competition submissions. This consultant will use their expertise to evaluate the quality of submissions based on scoring criteria.
The consultant should demonstrate extensive expertise in health system strengthening, with some engagement in the thematic areas of integration, primary health care, implementation and evaluation. The consultant will perform a non-biased review of assigned applications.
Activities and Expected Deliverables
Activities
The consultant will support and/or contribute to the following activities:
· Attend activity kick-off meeting
· Participate in the development of the scoring criteria/rubric
· Participate in evaluation meetings
Anticipated Deliverables
· Review approximately 13 case competition submissions
· Complete evaluation form scoring the submissions in accordance with the agreed upon criteria
· Submit initial evaluation cases to R4D by May 31, 2025
· Participate in a final judge’s meeting to select finalists to send to USAID for final selection of the winners
Timeline and Level of Effort
The consultant is expected to provide support for approximately 5.5 days between January 2025 and June 2025. The consultant will work closely with an R4D team that includes a Senior Program Director, Program Officer, and Program Associate.
