About the Job:

The Small Business Department is looking for a Small Business Outreach Program Coordinator to serve as a bridge between opportunity and access, ensuring small businesses in construction and concessions can compete and thrive in airport projects. This role blends strategic outreach with program administration, balancing advocacy with accountability to drive small business participation in procurement, contracting, and concession opportunities.

With a focus on building relationships and driving impact, this position engages directly with contractors, industry partners, and community organizations to promote inclusion and expand business opportunities. At the same time, it maintains a sharp focus on program administration—tracking participation data, analyzing contracting trends, and ensuring compliance with local, state, and federal regulations.

What You’ll Do:

  • Program Coordination: Supports the planning and execution of small business programs, ensuring alignment with local, state, and federal regulations.
  • Community & Business Outreach: Engages with professional and community groups to promote small business participation; represents the Authority in meetings and industry events.
  • Stakeholder Engagement: Builds relationships with contractors, advocacy organizations, and small business owners to facilitate connections and encourage procurement opportunities.
  • Compliance & Monitoring: Oversees contractor compliance, verifies subcontractor participation and payments, tracks sub-participation data, and leads dispute resolution efforts.
  • Work Related Driving: Attend meetings, industry events, and outreach activities to promote small business participation within the San Diego community, mobility is needed around the airport campus and external locations.

The Skills You Need:

  2. Problem-Solving/Agility: Uses effective judgement and self-direction to analyze situations; collaboratively generates solutions; readily adapts behavior or new work methods, evolving and unexpected situations.
  3. Relationship Management: Builds and maintains relations with stakeholders; identifies and relates information, ideas and problems; champions initiatives and ideas based on collaborative solutions.
  4. Attention to Detail: Ensures information is complete and accurate; follows up with others to ensure that agreements and commitments have been fulfilled.
  5. Regulatory Knowledge: Comprehends and demonstrates the ability to understand local, state and federal regulatory requirements.
  6. Leveraging Technology: Effective use of electronic information and associated systems.
  7. Project Coordination: Ability to prioritize deadlines and tasks; works as appropriate to ensure successful completions of various projects.

The Experience You Need to Have**:

  • One year of increasingly responsible of administering contracts, planning and implementing outreach programs and events, or providing professional-level administrative support, or any equivalent combination of education, training, and/or experience.
  • Associate degree with a focus on public, business administration, or a closely related field.

Licenses, Certificates, and Special Requirements :

  • Maintain a valid driver’s license and the ability to maintain insurability under the Authority’s vehicle insurance policy.

Preferred Licenses; Certificates; Special Requirements:

  • Bachelor’s degree from an accredited four-year university in public policy, business administration or a closely related field.

*Driving is an Essential Function

This role requires regular driving as a critical part of performing work-related duties, specifically involving the operation of Airport Authority vehicles. A valid California driver’s license is required, along with strict adherence to all traffic laws and safety regulations. Applicants must maintain an acceptable driving record to operate Authority vehicles. Compliance with Airport Authority vehicle use policies, including safety protocols and reporting requirements, is mandatory. Applicants must acknowledge that driving Airport Authority vehicles is an essential function of this role.
