The City of Fort Worth Police Department is seeking a Contract Compliance Specialist to assist with administering and monitoring grant provider service contracts. This position involves ensuring that the services provided and funds expended are in compliance with the grant fund specifications outlined in contracts. The specialist will also perform a range of administrative and technical tasks to support the assigned area of responsibility, ensuring accurate contract execution.

Minimum Qualifications: 

  • Bachelor’s degree in public administration, business administration, finance or a related field; no prior experience is required.
  • Must pass all required background screenings.

Preferred Qualifications: 

  • 1-2 years’ experience with grants management.
  • Proficiency in Microsoft Office Suite, including Excel, Access, Word and PowerPoint.
  • Strong analytical skills with the ability to interpret financial data and reports.
  • Detail-oriented with the ability to review and understand contracts and agreements.

The Contract Compliance Specialist job responsibilities include:

  • Reviews, analyzes, examines and monitors financial records of agencies that have been granted funds from city funded grant programs.
  • Monitors financial accounts for funds within the city's accounting and reporting system, ensuring accuracy of revenue, expenditures, and balances for all grant fund accounts or service contracts.
  • Analyzes expenditures to ensure transactions are accurate and appropriate; examines purchase requests; maintains, reviews and monitors financial records and requests for fund payments; and participates in annual close out and transfer of funds in compliance with regulations.
  • Monitors contractor/vendor compliance with contract specifications and collaborates with contractors/vendors to ensure adherence to agreed-upon terms and requirements.
  • Conducts site visits to audit contractor compliance with contract requirements; analyzes operations; presents findings; reports any discrepancies; and makes recommendations for corrective action.
  • Prepares Mayor & Council Communications for contracts issued to grant funded programs, ensuring proper documentation and approval processes are followed.
  • Provides support and guidance to nonprofit partners, particularly those with limited resources or capacity, assisting them with achieving compliance with reporting requirements.
  • Performs other related duties as required.

Working Conditions

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

Physical Demands

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
