We are seeking an experienced Prevailing Wage & Apprenticeship Project Manager (PWA Project Manager to join our small but growing Tax Equity & Compliance team and help build an effective, scalable procurement infrastructure by managing construction-related subcontract and services engagements from procurement through project execution. You will work closely with our Capital Market, Project Development, EPC and Asset Management teams  to evaluate economic development and capital planning support, and federal grant advisory and compliance with Risk Management, Tax and Asset Management teams accordingly.  This position plays an integral part in Catalyze’s compliance tied to the Inflation Reduction Act (“IRA”) of 2022 throughout the lives of its solar and BESS assets.

You Will:
  • Lead prevailing wage and apprenticeship compliance efforts for projects seeking IRA credits.
  • Facilitate outside accounting advisor(s) and contractor meetings, train stakeholders to utilize applicable compliance program / process, respond to questions and direct to appropriate team members, and provide direct assistance to project stakeholders. 
  • Ensure accuracy or completeness of PWA information, including leveraging accounting advisor’s resources:
  • Research and determine the applicable prevailing wage rates for specific job classifications and geographical areas. Monitor increases throughout the year for each trade.
  • Maintain accurate and up-to-date records, including certified payroll records, and other required documentation. Submit all required monthly reports to the appropriate agencies.
  • Audit subcontractor/vendors' weekly certified payrolls and monthly reports to identify potential compliance issues and ensure corrective actions are taken promptly. Audit fringe benefit reports to confirm correct payments are paid to the correct agencies if applicable.
  • Advise internal and external stakeholders on meeting specific requirements related to prevailing wage and apprenticeship throughout the construction process.
  • Utilize your interpersonal communication skills to build and manage strong relationships with all stakeholders.
  • Assist team leaders by documenting and analyzing processes, internal controls, and workflow to identify opportunities for improvement. 
  • Support project staff, accounting advisors, contractors in day-to-day service delivery.
  • Learn and grow from direct on-the-job coaching and mentoring along with participating in firmwide learning and development programs.


What You Bring to the Team:
  • Bachelor's degree in within business, finance, accounting, supply chain, engineering, construction management; or 5+ years of relevant experience in the Solar industry
  • A minimum of five (5) plus years of progressive related consulting experience, including at least one (1) year serving as a project manager
  • Demonstrated management, analytical, organization, interpersonal, project management, communication skills, and highly developed Microsoft Suite skills (Word, Excel) required
  • Impeccable attention to detail and delivery of high-quality work in a fast-paced environment
  • Experience with renewable and/or construction industry or labor compliance is required.
  • Ability and willingness to pass background checks

As required by the Colorado Equal Pay Transparency Act,  New York City Salary Transparency Law and California Pay Transparency Law, Catalyze provides a reasonable range of compensation for roles that may be hired in Colorado,  New York City or California. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and specific office location. For the state of Colorado,  New York City, NY and California  only, the range of starting pay for this role is $80,000 to $116,000 USD.
