Data Governance Senior Specialist

The Senior Data Governance Specialist is responsible for establishing and maintaining effective data governance practices, data related process management, analysis and coordination across all the data domains, to ensure that an organization's data is managed strategically, ethically, and in accordance with regulatory requirements.

Main Accountabilities

  • Enforces data and quality standards and monitors compliance; Ensures that data related decisions are communicated, and IT and business understand the impacts
  • Supports the definition of data quality metrics, monitors data quality metrics and prepares / publishes data quality scorecards
  • Performs data analysis to support data management decisions
  • Design and implement data models (relational and document basis)
  • Implement data quality rules as requested by Data Domain Owners and Data Stewards
  • Coordinates the preparation and maintenance of all Data Governance documents
  • Participates in identifying and proposing Data Governance processes and solutions and in identifying data quality issues and proposing solutions
  • Collaborates with stakeholders to establish data standards and ensure adherence to data policies
  • Measures data quality metrics supported by appropriate tools; reports data quality metrics to the Data Governance Head
  • Executes quality check / audits and assesses results together with business and IT stakeholders of the data domains (Data Custodians, BDOs, etc.)
  • Participates in defining, monitoring, maintaining data integrity, and improving data quality.
  • Supports internal and external audit functions.
  • Supports consolidation of domain level data quality metrics for consumption at the Data Governance Department and Cepal Data Committee.
  •  Lead the design, development, and implementation of comprehensive data governance frameworks, policies, and procedures tailored to the organization's needs
  • Stay abreast of data protection laws and regulations, ensuring that data governance practices align with legal requirements and industry standards
  • Collaborate with various departments to build positive relationships, communicate the value of data governance, and provide guidance on best practices
  • Implement and oversee data quality management processes to monitor and enhance the quality of organizational data assets
  • Identify, assess, and mitigate risks associated with data governance, ensuring the security and compliance of data throughout its lifecycle
  • Conduct training sessions, knowledge-sharing initiatives, and awareness programs to educate stakeholders on data governance principles and foster a data-driven culture

Education, Experience and Technical Skills

  • BSc in a field such as Computer Science, Information Management, Data Science, Business Analytics, or a related discipline is required
  • MSc or additional certifications in Data Governance, Data Management, or a related field can be advantageous
  • At least 3 years of relevant experience in data management, data governance, or related roles
  • Progressive experience in implementing and managing data governance frameworks and initiatives
  • Experience working with cross-functional teams and collaborating with stakeholders at different levels within the organization
  • Proficiency in using data governance tools, metadata management tools, and data quality tools
  • Understanding of data modeling concepts and proficiency in related tools
  • Familiarity with various database systems (relational and non-relational), including SQL proficiency
  • Knowledge and experience in implementing data quality management practices
  • Understanding of data protection laws and regulations, with the ability to ensure compliance within the organization
  • Understanding of existing technology architecture and data tools (e.g. data cleansing, metadata etc.).
  • Basic project management skills to contribute to the planning and execution of data governance projects

Competencies

  • Experienced with some areas of data management
  • Root cause analysis skills and communication skills
  • Experience with metrics gathering, tracking, and reporting
  • Ability to understand business requirements and balance them with IT capabilities
  • Ability to assess data changes for technology impacts and in-depth understanding of Data Governance benefits
