Job Description

Hours: Full-time – 35 Hours
Work Location: 30-30 Thomson Avenue, LIC, NY 11101

The New York City Department of Design and Construction’s (DDC) Law Division seeks an Analyst to support the City’s capitally funded discretionary projects-funded program, also referred to as the Nonprofit Reimbursement Program (NRP). The Analyst will report to the Deputy Commissioner / General Counsel of DDC’s Law Division, the Deputy Program Director and DDC Law’s Management and Legal team.

DDC Law’s NRP program works with nonprofit organizations and hospitals on projects that receive funds from New York City elected officials. The City’s discretionary funded capital reimbursement program allows elected officials to provide funding from the City’s capital budget to reimburse funding recipients for certain capitally eligible purchases of equipment and/or vehicles that aim to serve a public purpose. DDC's Law Division oversees all the legal and procedural requirements of this City program. After each funding recipient completes all legally required procedures and submissions, DDC Law then administers the payment of funds on a reimbursement basis.

The selected candidate’s role is to facilitate NRP discretionary funded projects. With some latitude for independent initiative and judgment, the Analyst will need to perform the following tasks:


-Verify award funding in the City budget in consultation with DDC’s Deputy Program Director, DDC’s Budget Finance Office and NYC Mayor’s Office of Management and Budget (OMB).
-Guide funding recipients through the reimbursement process, including all the stages of each project: 1) budget preparation, 2) contract registration; and 3) reimbursement.
-Inform funding recipients and their consultants, OMB and relevant elected officials about the status of their NRP project(s).
-Assist DDC Law Attorneys with the provision of the necessary information and documents to prepare the legal agreements necessary for each project.
-Work closely with funding recipients to collect all of the information and records needed in support of the preparation of the legal agreements for each NRP project and to ensure compliance with the City’s capital eligibility rules.
-Ensure that funding recipients properly comply with the submission of necessary information and records for each stage of an NRP project, including the proper submission of information and records onto the City’s vendor integrity database, referred to as PASSPort, and other City and State databases.
-Create, prepare, and maintain existing and new Excel spreadsheets, as well as maintain program related database(s).
-Respond to emails, meeting requests and telephone inquiries.
-Collect and evaluate all documentation submitted as part of the project approval, contract registration and payment requisition process.
-Coordinate with OMB, DDC Law Attorneys, DDC’s Agency Chief Contracting Office staff, DDC’s Budget and Finance Analysts, DDC’s Engineering Audit Office and any other relevant oversight office ensure that NRP projects are properly progressing.
-Perform all related work, as required by DDC Law and the program’s oversights

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
