Assistant Director of Project Implementation - Cycling & Micromobility Unit

Job Description

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Cycling & Micromobility (C&M) Unit is responsible for the nation’s largest network of on-street bicycle facilities (1,700+ lane miles), enhancing street safety, and increasing bike ridership in NYC. The team’s primary focus is on safe, innovative redesign of City streets to expand, maintain, and improve the bike network. NYC DOT seeks to hire a self-motivated and ambitious candidate to assist in the development and enhancement of the bicycle and greenway network, to focus on increasing cycling ridership and reducing preventable deaths and injuries in support of the NYCStreetsPlan.

Under the direction of the Deputy Director of the C&M Unit, the selected candidate will supervise bicycle Street Improvement Project implementation, including coordination of pavement markings, and concrete and vertical elements installation. The chosen candidate will develop Street Improvement Projects across the city, also assist with the preparation of reports, plans, and presentations as needed. Additional responsibilities include community outreach related to bicycle facility design; coordination with government agencies and community groups; and delivering presentations at public meetings with community boards, public officials, private stakeholders, and local businesses.

The ideal candidate: will effectively communicate key information to stakeholders and creatively demonstrate the impact of proposed improvements to the public, should have experience applying the latest traffic calming techniques and streetscape design concepts, as well as presenting these techniques and concepts effectively, and should have experience guiding projects through multi-step lifecycles, performing traffic analysis and street design (including using Synchro and AutoCAD). Experience tracking the state of good repair is highly desirable. Fieldwork and project implementation management will be required, including coordination with contractors and other DOT units.

Preferred Skills
Preferred candidate will have a strong working knowledge of roadway design and traffic analysis tools, including Synchro/SimTraffic, to study the impact of vehicular capacity reduction on corridors and mitigate major conflicts between automobiles and bicycles. A working knowledge of AASHTO, MUTCD, and NACTO standards for bicycle facility design, safe street design, and progressive transportation policy is also required. Experience with AutoCAD, Microsoft Word, PowerPoint, Excel, ArcGIS, and/or Adobe Creative Suite is desirable.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualification Requirements
1. A baccalaureate degree from an accredited college with emphasis in transportation, city or urban planning, sustainability, civil or transportation engineering, urban studies or design, architecture, business or public administration, economics, operations research, organizational behavior, or a related field; and two (2) years of satisfactory, full-time experience in an area related to the above-described duties; or
2. A satisfactory equivalent of education and experience. However, all candidates must possess at least one year of the experience as described under 1.
