Job Description

The Leased Housing Department (LHD) is seeking an Assistant Housing Manager to assist with the day-to-day management of the Certification Unit. The Unit is responsible for processing owner correspondences, certification of repairs, rent abatements, payment adjustments, and terminations for non-compliance with HUD’s inspection standards.

Reporting directly to the Certification Unit Manager, with some latitude for independent initiative and decision making. Duties include, but are not limited to the following:

- Assist with day-to-day management of the Certification Unit.
- Supervise Certification Unit staff.
- Monitor staff assignments, workload, and performance.
- Review and evaluate Certification of Completed Repairs and other inspection-related documents.
- Compile, review, and analyze reports related to the inspections and certifications.
- Collaborate with department staff on various projects and issue resolution.
- Reinstate/suspend Section 8 subsidy, based on inspection status of Section 8 unit and/or public space.
- Calculate Section 8 subsidy payment adjustments for HQS Reinstatements, ensuring payment is processed in accordance with NYCHA/Leased Housing policies and procedures.
- Initiate and process termination action for inspections, in accordance with policy and procedure.
- Research and respond to inquiries, including correspondence, from advocates, landlords and tenants.
- Perform other tasks as assigned.

Note: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Assistant Housing Manager to be considered.

ASSISTANT HOUSING MANAGER (HA) - 80205

Qualifications

1. A baccalaureate degree from an accredited college, and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

2. A four -year high school diploma or its educational equivalent, and five years of the full-time satisfactory experience as described in "1" above; or

3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full time satisfactory experience. However, all candidates must have a four year high school diploma or its educational equivalent.
