Agency Description

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling Mayor de Blasio’s Housing New York Plan which was recently expanded and accelerated through Housing New York 2.0 to complete the initial goal of 200,000 homes two years ahead of schedule by 2022, and achieve an additional 100,000 homes over the following four years, for a total of 300,000 homes by 2026.

Your Team

The Assistant Inspector General will report to and support the Department of Investigation Inspector General for the New York City Department of Housing Preservation and Development, and the Housing Development Corporation. The Inspector General’s Office attacks corruption comprehensively through systemic investigations that lead to high-impact arrests, preventive controls and operational reforms that improve the way the City runs.

Your Impact

The Assistant Inspector General will conduct investigations and provide supervisory guidance to the Inspector General’s Office. The investigations will have significant legal, policy, and financial implications for the City. The Assistant Inspector General is expected to demonstrate ingenuity, resourcefulness, creativity, independence, and analytic thinking in performing their case work, to independently advance their own investigations, and to supervise the work of junior investigators. The Assistant Inspector General must meet the highest standards of professionalism, discretion, and integrity.

Your Role & Responsibilities

The Assistant Inspector General will conduct and supervise complex and long-term investigations of fraud and corruption involving landlords, affordable housing subsidies, development tax credits, and entities engaged in housing-related business with New York City using all types of investigative tools, including subpoenas and interviews. The Assistant Inspector General will use his or her experience and knowledge of the agencies to serve as a resource for colleagues, providing guidance and assistance as needed.

The selected candidate will:
1. Interview subjects and witnesses, examine and analyze employee and agency records and make recommendations.
2. Conduct research, develop and maintain case files, prepare reports, and analyze agency records.
3. Draft correspondence, file and serve documents
4. Maintain accurate and complete records and files.
5. Generate weely and monthly management reports.
6. May testify at hearings or other court proceedings.
7. May supervise a unit performing investigations.
8. Handle other responsibilities as directed.

Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made;
2. A baccalaureate degree from an accredited college or university; or
3. Education and/or experience equivalent to “1” or “2” above.
