New York City Emergency Management (NYCEM) is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. It is staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

BUREAU: Office of Chief Counsel
The Office of the Chief Counsel provides legal advice to the agency regarding critical, strategic, legal and policy issues facing the agency, engages in transactional work in support of the NYCEM mission and coordinates with the NYC Law Department, Office of the Counsel to the Mayor, and other local, state and federal counsels regarding various legal issues ranging from emergency events to litigation, which impact the agency. The Office of Chief Counsel is comprised of the Legal Affairs Unit, Disability, Access, and Functional Needs (DAFN) Legal Unit, and the Records Management Unit.

TITLE: Disability and Civil Rights College Aide
The Equity and Diversity Council is committed to advancing diversity, equity, inclusion, and belonging across the agency. The Council focuses on fostering an environment that reflects the city's diverse population and ensures equitable opportunities for all. This internship offers an exciting opportunity for a self-starting, creative individual to contribute to impactful diversity and equity efforts.

Responsibilities:
- Conduct research into current trends, best practices, and emerging topics in diversity, equity, and inclusion.
- Support event planning and coordination for diversity and equity related events and initiatives.
- Assist with administrative tasks, including managing emails, scheduling meetings, and maintaining documentation.
- Contribute to the creation and distribution of the Council’s newsletter, including drafting content and curating relevant resources.
- Compile and manage data related to equity and diversity initiatives, ensuring accuracy and effectiveness of tracking systems.
- Proactively brainstorm and bring forward new, innovative ideas to help advance the Council’s mission.
- Collaborate with Council members on various diversity and equity projects and initiatives.

Qualifications:
- Strong interest in diversity, equity, and inclusion topics.
- Excellent organizational, communication, and administrative skills.
- Ability to work independently and as part of a team.
- Creative thinker with a passion for developing and implementing new ideas.
- Experience with data management and reporting is a plus.
- Prior experience with event planning or content creation is a plus.

TITLE: Information and Knowledge Management College Aide

The Information and Knowledge Management Intern is responsible for maintaining active programming unit and administrative records, both electronic and hard copy, under general direction from the Office of the Chief Counsel.

Key Responsibilities:
- Performs routine file creation, organizes, and maintains department and administrative records, in accordance with NYCEM policies, and procedures;
- Processes requests for records, refiling indexes, and any other information requested by attorneys;
- Reviews electronic records in records management database and other NYCEM-approved repositories;
- Interfaces with and maintains excellent working relationships with other units within NYCEM;
- Accesses, organizes, edits, and maintains legal records management database;
- Participates in special team projects as needed;
- Educates attorneys and other staff on effective use of appropriate locations for storing programming unit or department-specific data;
- Performs other duties as assigned.

Requirements:
- Two or more years of college preferred;
- Two or more years of Records Management or related experience in a law firm or corporate environment;
- Knowledge of Microsoft Windows, PC, and Microsoft Word and Excel required;
- Experience with automated Legal Records Management system: Autonomy Records Manager, LegalKey, Elite, or similar applications, as well as document and barcode scanners, preferred;
- Excellent interpersonal and customer service skills;
- Solid written and verbal communication skills;
- Ability to multi-task, work independently, and complete projects within given deadlines;
- Ability to lift and move boxes weighing upwards of 30-35 pounds;
- Ability to work overtime as needed.

TITLE: Website Development and Content Creation College Aide

We are seeking a highly skilled Digital Content and Website Strategist to join our team. In this role, you will be responsible for the end-to-end management of our website, including its CMS, technical performance, and content architecture.

This position will require you to create and publish website content for an annual conference that aligns with our agency’s core values and reaches a target audience. It also requires a strong understanding of user journey and user experience strategies, as well as expertise in SEO and Google Analytics. You will be responsible for updating and managing website content to align with marketing strategies; implementing SEO best practices to optimize site performance, speed, and user experience; collaborating with MIS, design, and content teams to maintain a seamless online experience. The candidate will also track website performance and analyze data to identify areas for continuous improvement.

Key Qualifications:
- Experience or education in web production, digital marketing, or related roles focusing on optimization and user journey;
- Pursuing degree in computer science, web development, information technology or related field preferred;
- Familiarity with Google Analytics and content management systems like WordPress, Optimizely, or Webflow
- Knowledge of and experience with website content architecture and current content management systems;
- Excellent writing and editing skills, including attention to detail and commitment to publishing error-free content;
- Ability to work both tactically and strategically and desire to take ownership of projects from development to execution; and
- Ability to work independently and collaboratively, organize/prioritize work, handle sensitive matters and meet deadlines.

BUREAU: Logistics
The Logistics Bureau works to increase the City’s ability to support emergency operations with a sustained and well- coordinated supply chain of resources. It is comprised of the Humanitarian Logistics and the Supply Chain Logistics units, and works to ensure that the right personnel, equipment, supplies, and support are in the right place, at the right time, and in the right quantities, across all response and recovery operations.

TITLE: Logistics College Aide

The Bureau is looking for an administrative aid to support all units with the execution of their functional responsibilities. This will include reviewing and scanning prior activation documentation, reviewing bureau plans for common language, and assisting with the coordination of internal and partner coastal storm readiness measures. With significant interaction across other Bureau’s and Units this position is an excellent introduction to the field of emergency management. Examples of projects that the college aid may be asked to complete include:

- Scan and backup paper files from the COVID-19 and Asylum Activations
- Review user accounts on the CALMS platform to identify old and expired users
- Take minutes at interagency meetings including the Citywide Logistics Committee (CLC) and UAWG Logistics Subcommittee Meetings
- Assist with course preparations (e.g., print materials)
- Assist with entering site assessment data into DisasterLAN (e.g., debris sites)
- Assist with uploading shelter information into DisasterLAN
- Evaluate use and next steps for legacy Logistics data
- Compile a comprehensive history report of NY-TF1's deployment history and initial develop – including archiving photographs and interviewing retired members
- Develop NY-TF1 plan’s including Mobilization, Demobilization and Training Plans "

BUREAU: Office of Strategic Operations
The Office of Strategic Operations (OSO), led by the Chief Strategy Officer, is responsible for managing high-priority agency-wide or citywide initiatives that support the growth of emergency management at both our agency and the City at large. OSO works to provide innovative proposals to continuously improve our internal, interagency, and externally facing operations. To accomplish its goals, OSO is organized into three Units: Analysis and Evaluation, Strategy and Innovation, and Continuity of Operations (COOP).

TITLE: Strategic and Innovation College Aide
The Strategy & Innovation Unit (S&I) is seeking a College Aide to support the development of NYCEM’s next Strategic Plan, set for publication in 2026. The College Aide will contribute to the plan draft by:

- Supporting evaluation of the strengths, weaknesses, and outcomes of the agency’s current 2022-2026 Strategic Plan.
- Identifying ongoing and emerging NYCEM priorities.
- Assisting with analysis of division goals and planning an strategy session for division executives.
- Researching strategic planning at NYCEM, City agencies, and other emergency management organizations and applying best practices from agency experience and external case studies.

The College Aide will provide recommendations on aligning NYCEM’s priorities and assist in the development of an effective implementation framework.

BUREAU: Office of the Chief Operating Officer
The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services, and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.

TITLE: GIS College Aide
The NYC EM GIS Division supports the decision making processes of NYC Emergency Management and its partners by producing reliable location-based information through the integration, analysis and visualization of essential data distributed in the form of maps, datasets, summary metrics and associated applications.

This internship involves:
- Conducting data updates and creating map applications to support Resiliency and Recovery Planning division needs. This includes updates to the Hazard Mitigation Plan, Community Risk - Development Dashboards, and Urban Risk Index.
- Assisting the Public Safety GIS Data Development Center with data governance workflows.
- Modernization of web applications to increase accessibility to critical datasets and provide improved insights for NYCEM staff.

Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
