The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.

The Deputy Chief People Officer – People and Culture reports directly to the Chief People Officer and leads the People and Culture team. The Deputy Chief People Officer – People and Culture will oversee critical functions such as Internal Communications, Talent Management, People Analytics, Employee Experience, and Wellness initiatives. Responsibilities include but are not limited to:
- As a leader, you will be responsible for guiding a team of 2 full-time and one part-time staff in the areas of internal communications, talent management (including recruiting, onboarding, offboarding, and internships), people analytics, people experience projects, and wellness initiatives.
- Lead the strategic development, evaluation, and ongoing enhancement of HR policies that align with the agency's goals, values, strategic plan, and legal requirements.
- Develop and execute a clear implementation strategy for new and updated policies, ensuring smooth rollout and adoption across the agency.
- Lead efforts to manage the change process when new policies are introduced, ensuring employees and leaders understand the rationale behind the changes and their impact.
- Develop and implement effective internal communication strategies to enhance employee engagement and ensure alignment with agency goals.
- Collaborate with the Labor Relations & Compliance team to work on communication action plans for communicating policies and ensuring they enhance the employee experience and foster a positive workplace culture.
- Create and implement innovative communication channels and platforms to facilitate employees' open dialogue and information sharing.
- Manage the hiring, onboarding, offboarding, and internship processes.
- Conduct regular surveys and assessments to gather feedback and identify areas for improvement.
- Utilize data-driven insights to make informed decisions and improve agency performance. Track and report on the effectiveness of people and culture, using insights to drive continuous improvement.
- Lead initiatives to enhance employee experience, including feedback mechanisms and improvement programs.
- Collaborate with People Operations teams to develop and implement initiatives to recognize and reward employee contributions.
- Your role as the Deputy Chief People Officer has a direct impact on employee well-being. You will design and promote wellness programs that support work-life balance, making our employees feel cared for and supported.
- Collaboration is at the heart of the Deputy Chief People Officer role. You will work closely with senior leadership to align People and Culture strategies with agency objectives and the strategic plan, fostering a sense of belonging and shared purpose.
- Work with the Equal Employment Opportunity (EEO) and Diversity, Equity, and Inclusion (DEI) teams to ensure alignment of initiatives and foster a culture of inclusivity and respect.
- Develop and promote initiatives that advance diversity and inclusion, ensuring equitable practices throughout all People and Culture functions.
- Work closely with the Learning and Development team to identify training needs and develop programs that enhance employee skills, promote career growth, and improve employee experience.
- Build and maintain a trusted space for team members to engage in an open discussion regarding their daily responsibilities, challenges, and thoughts on agency culture; collaborate with the Leadership Team to develop programs responsive to employee retention and engagement trends.
- Design and lead comprehensive onboarding programs that ensure new employees are effectively integrated into the agency culture and equipped with the necessary tools and knowledge to succeed.
- Design and lead employee experience programs that enhance engagement and overall well-being, covering all stages of the employee lifecycle.
- Foster collaboration with cross-functional teams, including creating practical policies that integrate seamlessly across business functions.

1. A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
