Job Description

The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. Following the best current data on “what works,” staff at DOP engage in meaningful relationships with those on probation to enhance community safety and decrease recidivism.

Under executive direction of the Commissioner of the Department of Probation and with the widest latitude for independent judgment, action and decision-making, the Deputy Commissioner of Juvenile Operations provides direction and administrative review to a management staff responsible for the provision of community oriented justice sanctions and rewards to juvenile probationers.

As a member of the Executive Management team, the Deputy Commissioner serves as primary advisor to the Commissioner and the Chief of Staff on matters concerning Juvenile Court Probation Services. As a Senior Team member, the Deputy Commissioner has primary responsibility for innovations and reforms in the area of expanding community-based youth development programs and services to juveniles on probation. The Deputy Commissioner of Juvenile Operations will:

- Directs managerial staff that plan, coordinate and implement juvenile probation services throughout the five boroughs of NYC, including the preparation of Investigations and Reports, (INRs) for the Courts and the supervision of juveniles who have been sentenced to probation in accordance with relevant State laws.

- Works with the New York City Police Department, borough District Attorneys’ Offices, Legal Aid/Defense Counsel, other city and state agencies, and not-for-profit organizations to develop programs that will provide juvenile probationers with tools to lead productive and successful lives while enhancing public safety. This includes, but is not limited to, programs that provide opportunities for positive youth development as well as services that address education, employment and housing needs, domestic violence, mental illness, drug and alcohol addiction, sex offending, family intervention etc.

- Oversees the allocation and assignment of staff in Juvenile Operations city-wide; in all boroughs, ensures that probation and supervisory probation officers are assigned manageable caseloads and have sufficient support staff.

- Recommends organizational changes; reengineering of and enhancements to, business processes to ensure appropriate allocation of resources; streamlining of procedures and the application of innovative and efficient methodologies.

- Monitors borough office operations to ensure commitment to, and attainment of, agency goals and objectives. Adjusts managerial focus, when necessary, to achieve desired outcomes.

- Works collaboratively with the Chief of Staff to identify the ongoing training needs of both line and managerial staff.

Qualifications

1. A baccalaureate degree from an accredited college plus four (4) years of full-time experience in probation services, social work, criminal justice, investigations or related field, at least 18 months of which must have been in a responsible executive, administrative, managerial or supervisory capacity; or
2. Education and/or experience equivalent to “1” above. A graduate degree from an accredited institution in social work, sociology, psychology, criminal justice or a related field may be substituted for general experience on a year for year basis up to a maximum of two years. However, all candidates must have the 18 months of responsible executive, administrative, managerial, or consultative experience as described above.
