Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $104,00.00 - $114,00.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.

Close to Home is a residential placement and aftercare program for New York City youth who are adjudicated delinquent by the NYC Family Court and ordered into placement. Youth reside in small, home-like residential facilities, operated by contracted providers, in or near the five boroughs where they are close to resources that can support their treatment and transition back into their communities. ACS contracts with community-based providers to operate 25 non-secure and 6 limited secure placement programs. In conjunction with the contracted providers, ACS provides intake, case management, conferencing, school support and monitoring services. In addition, DYFJ oversees a network of five contracted providers that operate a total of 7 non-secure detention facilities across New York City.

The Executive Director of Conferencing, Coordination, and Family First is responsible for overseeing two Family Conferencing teams, consisting of two directors, eight licensed social workers, three administrative managers, one QI Director, and three licensed QI social workers. The Family Conferencing team works collaboratively with families, youth, ACS-contracted service providers, community supports, and foster parents to make informed decisions about youth’s goals, strengths, needs, service provisions, well-being, and permanency. The Family First team, established in response to the Family First Prevention Services Act (FFPSA), prioritizes family-based foster care over congregate care by limiting federal funding for specified congregate settings (Qualified Residential Treatment Programs or QRTPs). The FFPSA’s goal is to reduce the number of children and youth in care, prevent repeat placements, and focus on planning with the family to enhance permanency. In the Juvenile Justice system, FFPSA mandates assessments by Qualified Individuals (QI) to determine appropriate care levels for youths in Non-secure Placement (NSP) and foster care settings. These assessments are conducted by trained professionals, including licensed Master of Social Work clinicians with expertise in child welfare and juvenile justice.

The Executive Director of Conferencing, Coordination, and Family First will be responsible for the following duties but not limited to:

- Lead the creation and implementation of policies and procedures for youth care and treatment in both community-based and residential programs

- Coordinate with other divisions to develop data-driven performance measures and track key metrics to ensure program effectiveness

- Monitor the application of risk assessment tools at crucial conferencing stages for all youths placed within the Close to Home initiative

- Identify service gaps and collaborate with stakeholders to revise practices and protocols across Non-secure (NSP) and Limited Secure Placement (LSP) sites

- Lead the Family First Clinical QI team responsible for conducting assessments using the CALOCUS-CASII

- Ensure the accurate and timely completion of QI case tracking and assessments

- Oversee data inquiries and ensure efficient troubleshooting and resolution of data-related issues

- Supervise the timely and accurate upload of Qualified Individual Reports (OCFS-5571), Qualified Individual Assessment Summary Reports (OCFS-5572), and CALOCUS-CASII reports into CONNECTIONS

- Manage the Long Stayer Reviewer (LSR) process to ensure timely submission of reviews and review LSR data

- Facilitate meetings with the Office of Children and Family Services (OCFS) to address Family First processes and resolve any issues

- Lead quarterly meetings with providers to review policy updates, data trends, successes, and areas of concern

Qualifications

1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.
