The NYC Department of Design and Construction’s Division of Project Controls seeks a Senior Estimator. Under the general supervision of the Cost Controls Unit Senior Project Controls Specialist, cost estimating work will involve preparing Front End Planning estimates and reviewing cost estimates and construction change orders, as well as drawings and maps, schedules for construction durations and activities, construction documents, and specifications. The candidate will participate in the development and implementation of project controls policies and procedures and liaising with required stakeholders on all project controls related tasks, which includes kick-off meetings, workshops, and field visits. Stakeholders include third-party estimators, design consultants, and other agency staff.
Estimating work includes general construction scope and other trade disciplines, such as mechanical, electrical, and plumbing, as required. In reviewing third-party cost estimates, the selected candidate is expected to following unit’s cost estimating procedures. Support is required during all phases of the project including front end planning. The candidate will lead the project controls effort for the development and planning, review of schedules, cost estimating and analysis including management and analysis of risks; bid analysis; and tracking and reporting cost estimates and bid analyses to inform databases. Candidate will coordinate and collaborate with other project controls specialists; provide mentorship and guidance to junior project controls staff in resolving project controls issues.

Qualification Requirements
1. A four-year high school diploma or its educational experience and six years of full-time satisfactory experience in mechanical estimating work of which two years shall have been full-time mechanical estimating experience involving heating, ventilating, air conditioning, or plumbing in the building construction field; or
2. Education and/or experience equivalent to “1” above. Undergraduate college credit can be substituted for experience on the basis of 30 credits leading to a baccalaureate degree from an accredited college in mechanical engineering or mechanical engineering technology for one year of experience, up to a maximum of four years of acceptable experience. However, all candidates must have a four-year high school diploma or its educational equivalent and two years of full-time satisfactory mechanical estimating experience involving heating, ventilating, air conditioning, or plumbing in the building construction field.
