Job Description

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City. This results in the creation of an annual Assessment Roll. Property also manages and processes applications for various exemptions and abatements granted to commercial properties, industrial properties, residential multi-family construction, new 1-2 family construction, government entities and non-profits, individual property owners, and renters. Oversight of assessments and valuations in a fair and equitable manner falls under the purview of the Office of the Deputy Commissioner.

The Senior Director of Compliance and Quality Assurance (CQA) will direct the activity of both the Quality Assurance Group and Compliance Team. The candidate shall implement, develop, and maintain a system of reliability to the standards and processes that improve the product of real property valuation and exemption processing. In addition, review procedures to ensure that they align with current trends.

Senior Director duties will include:

- Development and implementation of qualitative and quantitative work performance metrics to ensure the accuracy of the assessment roll and the consistent application of assessment guidelines and policies.
- Ensuring that all exemption and abatement programs comply with applicable rules, regulations, and governance. This role ensures that Property Exemption Administration adheres to the highest standards, mitigating risk from local and state audits.
- Coordinate the field integrity program and produce monthly reports identifying unusual patterns in high-risk areas and valuation processes.
- Identify opportunities for enhancing efficiency and productivity by analyzing operational issues and presenting solutions.
- Work with stakeholders to identify and document detailed requirements, process workflows and source of data.
- Develop risk mitigation strategies and create effective communication documents to keep stakeholders informed.
- Assures quality real property assessments by enforcing standards and testing to minimize errors.
- Ensures quality by planning, monitoring, and assessing job results.
- Establishes quality and reliability of real property assessments and exemption processing by seeking measures to improve internal methodologies and consideration of external request.
- Maintain assessment quality by enforcing policies and procedures.
- Collaborates with other members of the Property Division management team to develop suggested process improvements and ideas for training.
- Completes quality assurance and compliance of operational requirements by scheduling and assigning employees and following up on work results for assessment offices in each borough and within each exemption unit.
- Manages quality assurance staff by encouraging, counseling, and taking corrective measures to ensure positive results from employees. Conducts performance evaluations that are timely and constructive.
- Create reports to track progress.
- Assisting with parcel data clean-up and identifying additional data for use in valuation.
- Formulate strategies to increase productivity.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
